중앙행정기구 조직개편의 정치: 보육,가족정책 담당기구를 중심으로

Abstract

이 글은 2003년부터 2010년까지 수차례에 걸쳐 보육 및 가족업무를 담당한 중앙행정기구 (여성부, 여성가족부, 보건복지부, 보건복지가족부)의 조직개편이 이루어지게 된 정치적 맥락과 그 원인을 분석하기 위한 실증적 연구이다. 본 연구는 국회회의록과 신문기사, 관계자 인터뷰 등 1차 자료를 최대한 담아내고자 하였으며, 이를 통해 보육 및 가족업무가 빈번하게 조직개편의 대상이 되었던 일련의 맥락(context)과 그것을 가능하게 만든 주요 행위자 (대통령, 국회, 관료, 이익집단)에 초점을 맞추어 분석하였다는 특징을 지닌다. 본 연구에서는 보육 및 가족업무가 이관되는 제도변화 과정에서 대통령, 관료, 국회, 이익집단의 이해관계와 선호는 어떻게 나타났는지, 조직개편의시점과 정부유형에 따라 정치적 타협과 협상이 어떠한 결과로 드러났는지 등이 함께 분석되었다. 보육 및 가족업무의 부처 간 이관과 조직개편 과정에는 작은 정부와 행정적 효율성 제고 원칙보다는 대통령의 의지와 관료들의 업무확보전량이 보다 더 결정적인 변수가 되었음을 확인할 수 있었다. 그리고 국회 내 여ㆍ야간 갈등과 타협의결과가 조직개편의 정치고 나타나고 있음도 확인하였다. 이제는 조직개편의전과 후의 업무추진의 효과성을 계량화되고 실증적인 방법을 통해 비교분석해야 하는 향후 과제가 남아 있다. This study is to find out the political context and causes of the reorganizations in the government agencies which have been in charge of childcare policy and family policy in Korea. This paper focused on main political actors such as the President, the National Assembly, bureaucrats, and interest groups. Not only literatures but also the minutes of the National Assembly, news papers and interview materials have been used in order to analyse the process of the governmental reorganizations. Regarding childcare policy and family policy agencies, the President and bureaucrats have been critical factors to give impetus to the governmental reorganizations. And the National Assembly played an important role to finish the whole process through legislation. The principle of small but effective government has not been so influential rather than political negotiation among the main actors in the process of the governmental reorganizations. Future study should analyse the effectiveness of the government agencies for childcare policy and family policy with quantitative ethodology dealing with the governmental reorganizations.
