식민지 초기 조선총독부의 재조선일본인 정책 연구: 속지주의와 속인적 분리주의의 갈등 구조를 중심으로

Abstract

본 연구는 병합 초기 조선총독부에 의한 재조선일본인 정책의 특징을 분석하고, 이 정책이 이후 이들의 정치 성격과 식민지 정치 활동에 미친 영향은 어떤 것이었는지를 살펴본 것이다. 재조선일본인은 개항 이후 치외법권적 거류지를 중심으로 조선인 사회와 속인적으로 분리되어 있었지만, 식민지에서 속지적 구심권력으로 존립하고자 하는 조선총독부에 의해 속지 정책의 대상이 된다. 본 연구는 결과적으로 조선총독부에 의한 재조선일본인의 속지화 정책이 재조선일본인을 둘러싼 정치 과정을 변화시키고 있었다고 보았다. 재조선일본인 사회는 본국의 정치과정에서 분리되어, 비제도적인 방식으로만 본국 정책에 개입할 수 있게 된 반면, 조선총독부를 중심으로 한 식민지 조선의 정치과정에는 보다 긴밀하게 편입되게 되었던 것이다. 또한 이 정치과정은 재조선일본인 사회가 조선거주자로서 조선인 사회와 민족적인 지배 피지배 관계와 구별되는 정치관계(이해에 따른 협력이나 대립)를 형성할 수 있게 하는 반면, 본국의 일본인 사회나 정부와는 오히려 지역적 이해에 기초하여 갈등할 수 있도록 만들고 있었다. This study is to research the territorial policy on Japanese colonial settlers in colonial korea by the Japanese Government-General of Korea from 1910 to 1915, which is to try to uncover the effect of this territorial policy. When Japan annexed Korea, the Japanese Government-General of Korea enforced an administrative integration of Korean people and Japanese colonial settler, despite of the resistance of the interior and exterior of colonial Korea. Consequentially this territorial policy imposed a dual position to Japanese colonial settlers who had been only colonizers. They became both colonial residents and colonizers as a result of the policy. And this positioning of colonial residents made Japanese colonial settlers separate from metropolitan Japan and incorporate into the colonial society. Also this position provides an important ground which Japanese colonial settlers were capable to work with local identities of colonial Koreas residents after 1920s.
