프랑스-독일 관계의 변화와 유럽통합: 회고와 전망

Abstract

지난 50여 년간 프랑스와 독일 사이의 특별한 관계는 유럽통합의 견인차 역할을 해왔다. 특히 양국의 공동 리더쉽은 주로 역사적으로 중요한 순간에 빛을 발해 왔다. 그러한 결정적 순간에 두 국가는 서로 긴밀하게 협력하여 공동의 주도권을 행사함으로써 통합을 한 단계씩 진전시켰다. 하지만 최근의 상황 변화로 인해 프랑스와 독일 두 나라에 그러한 역할을 기대하기는 더 이상 어렵게 되었다. 앞으로의 유럽통합과정을 보다 잘 이해하기 위해서는 이러한 변화의 양상과 의미에 주의를 기울일 필요가 있다. 본 논문에서는 유럽통합의 진전에 중요한 역할을 담당해 왔던 프랑스-독일 협력관계의 약화로 인해 통합의 성격에 상당한 변화가 일어났음에 주목하고, 이 변화의 의미를 보다 명확하게 밝히고자 양국의 협력이 결정적인 역할을 수행한 통합의 몇몇 역사적 국면들을 재조명한다. 이러한 역사적 국면들을 살펴봄으로써 우리는 현재의 통합국면이 갖는 특별한 성격에 대한 더 나은 이해에 도달하기를 기대해 볼 수 있다. For the last fifty years, the special relationship between France and Germany has been the driving force of European integration. This was especially the case when historically important decisions were made. At such moments, two countries joint leadership made possible a great stride in integration. Due to recent changes in European international relations, however, such a joint leadership is no longer likely to work. We need to pay closer attention to this fact for better understanding about the future of European integration. This paper sheds light on a few historically important moments when two countries special relationship played a decisive role in furthering integration. By examining these historical cases, we can expect to acquire a better knowledge of the significance of the current changes in the nature of European integration.
