굿 거버넌스 연구 분석틀: 로컬 거버넌스를 중심으로

Abstract

굿 거버넌스에 대한 선언적， 당위적 주장을 넘어 과연 무엇이 굿 거버넌스이고， 어떻게 객관적으로 굿 거버넌스의 성패를 가늠할 수 있으며， 어떤 조건 하에서 굿 거버넌스가 가능한지에 대한 본격적인 연구는 부족하다.01제 보다 구체적， 경험적 분석에 기초한 굿 거버넌스 연구가 필요한 상황이다 본 논문은 이러한 문제의식 하에 로킬 거버넌스-즉 지방자치 차원의 거버넌스-를 대상으로 굿 거버넌스 연구를 위한 분석틀을 제시하는 것을 목적으로 하고 있다. 이를 위하여 우선 로킬 거버넌스 관련 국내외 연구들을 검토하여 로컬 거버넌스의 기본적인 개념과 주장을 살펴보고 굿 거버넌스 지표 관련국내 기존 연구들을 비판적으로 분석하고 있다. 이러한 기존 연구에 대한 검토와 비판적 분석에 기초하여 로컬 굿 거버넌스 연구를 위한 분석툴， 굿 거버넌스 지표， 기준， 가이드라인 및 가설을 제시하고 본 논문의 로컬 굿 거버넌스 분석틀을 한국의 로컬 거버넌스 기존 사례에 재적용 해봄으로서 그 유용성을 예시하고 결론을 맺고 있다. This paper proposes a research framework for the empirical analysis of good governance, particularly at the local level. It first reviews existing literature on local governance and discusses basic conceptual issues on local good governance. It then criticizes and sheds light on the limits of empirical studies on good governance indicators. It then provides an analytic framework on local good governance and key indicators, guidelines and hypotheses to be utilized for future empirical research. The finally illustrates the utility of the framework by applying it to two successful cases of local governance in South Korea.
