한국 정당연구소의 정치교육 기능에 대한 연구: 2006~2010년 정치교육 활동 자료 분석을 중심으로

Abstract

정당정치를 정책대결로 유도하기 위한 방편으로 법제화된 한국의 정당연구소는 독일과 미국 정당재단의 각 장점인 민주시민교육 기능과 싱크 탱크의 역할을 동시에 추구해 왔다. 그동안 정책 전문기관에 대한 평가에 비해 정치교육기관으로서의 정당연구소에 대한 연구와 관심은 저조하였다. 정당연구소의 정치교육 기능은 정책능력과 소양을 갖춘 차세대 리더나 당원 또는 지지자를 지속적이고 직접적으로 육성한다는 점에서 중요하다. 게다가 일반시민을 대상으로 민주주의의 이상과 가치를 전파하고 교육하는 활동은 건강한 민주시민 양성과 정당정치 환경을 조성한다는 점에서 중요하다. 이 글에서는 정당연구소들이 정치교육 기관으로서의 역할을 어떻게 수행해 왔는지 지난 5년간 교육활동 자료 분석을 통해 살펴보았다. 1346건의 자료를 선별하여 분석한 결과, 정당연구소의 교육활동은 미흡할 뿐 아니라 모 정당의 정치적 입지와 기본 정책에 유리한 여론을 형성하고 지지를 확보하는 활동이 대부분임을 알 수 있었다. 또한 정당별 차이를 보면 여당 정책연구소들은 현안과 관련된 주제로 교육활동을 활발히 한 반면 진보성향의 야당 정책연구소들은 당 정책이나 노선과 관련된 활동을 더 활발하게 한 것으로 나타났다. 전반적으로 정당연구소는 정치적으로 중립적인 민주시민 교육기관보다는 모 정당의 하부기관으로서의 활동에 더 충실한 것을 알 수 있었다. What kinds of roles do the policy research institutes of the political parties in Korea play? The policy research institutes of the Korean political parties were established in 2004 to help build policy-oriented political parties. The functions of these institutes are to serve as think tanks to improve the policies and strategies of the parties and to provide necessary political information to the supporters as the institutes for democratic citizenship education. While previous studies focused heavily on the roles of the think tanks, little attention has been paid to the educational activities. Thus this study attempts to review and evaluate various educational activities including lectures, workshops, seminars and publications in terms of democratic citizenship education. This analysis found overall educational activities have been neglected. It also found that the subjects of education activities are very limited to current policy agendas and issues related to party politics. Especially the ruling parties institutes are more likely to deal with the political issues of strategic interests to the political parties. These findings show that the institutes exist as parts of the party organizations, not as independent democratic citizenship education bodies to develop Korean democracy by creating and disseminating comprehensive knowledge.
