뉴질랜드의 선거제도 개혁과 정치기업가

Abstract

기존연구들은 뉴질랜드의 선거제도 개혁을 그 나라에서 장기에 걸쳐 빈번히 발생한 다수제 민주주의의 문제들과 그에 대한 국민적 분노의 축적 결과로서 설명하고 있다. 그러나 그것으로 충분한 설명이 이루어지는 것은 아니다. 그들은 선거제도 개혁의 배경과 개혁 여론이 비등해진 원인 등은 잘 설명하고 있으나 그 여론이 어떻게 실제의 개혁으로 전환되었는지, 그 구체적인 정치적 메커니즘에 대해서는 침묵하고 있다. 국민의 요구가 강하다고 언제나 개혁이 성사되는 것은 아니지 않는가. 그렇다면 구체적으로 누구에 의해 어떤 정치 기제가 작동하여 국민여론이 제도변화로 연결되었는지를 설명해주어야 한다. 본고에서는 현실 민주주의 문제에 대한 시민들의 분노가 정치기업가들에 의해 매개되어 독일식 비례대표제의 도입이라는 구체적 결과로 전환되었다고 설명한다. 그리고 그것이 사실이라면, 한국의 선거제도 개혁을 위해서도 뛰어난 정치기업가가 필요하다는 점을 강조한다. 그 경우 시민사회단체와 비례대표제 연대에 기대가 모아진다는 점도 언급한다. The earlier studies on the electoral reform in New Zealand explained the reform as a result of the public resentment about the serious problems of the nations majoritarian democracy, such as the unbridled power of the government. It is true that they provided us with good explanations of how and why the public resentment formed and developed into the strong social demand for the reform. Nevertheless, we cannot say that they provided sufficient explanations for us to understand the whole process of the reform. They seldom, if ever, mentioned about the political mechanisms, which must have been there to convert the public demand into the actual electoral system change. This study emphasizes the role of the political entrepreneurs who make full use of the public opinion to push ahead with policy and institutional reform. According to the study, the reform in New Zealand was possible mainly due to the Kiwi political entrepreneurs such as the Electoral Reform Coalition, Geoffrey Palmer, and other reform-oriented politicians of the small parties. If this is the case, it is a must for South Korea to have capable political entrepreneurs in order to change the present majoritarian electoral system to a proportional representation system.
