해외 새마을운동의 정책이전에 따른 정책변형 분석: 라오스와 캄보디아의 사례를 중심으로

Abstract

새마을운동이 개발도상국으로 활발히 정책이전 되고 있다. 그러나 기존 연구는 어떤 정책구성요소가 어떻게 이전되고 있는지에 대한 분석을 생략한 채 주로 새마을운동의 효과분석에 초점을 맞추어 왔다. 한편 정책변형을 설명하는 정책변동과 정책이전 이론은 변화의 원인과 과정에 초점을 맞추고 있을 뿐 본래의 정책내용과 변화된 정책내용에 대한 논의는 부족하였다. 본 논문은 정책변형 연구에 관한 이러한 한계를 극복하여 정책구성요소를 중심으로 정책의 원형이 무엇이고, 정책이 이전됨으로써 어떠한 변형이 나타나는 가를 라오스와 캄보디아에서 진행된 6개의 새마을운동 사례를 이용하여 분석하였다. 분석결과 새마을운동의 원형과 개발도상국에 이전된 변형 간에는 상당한 차이가 존재함을 확인할 수 있었다. 정책목표의 측면에서는 협소하게 정의된 마을수준의 개발에 초점을 두고 있어 국가단위의 정책목표가 제시되지 못하였고, 정책의 중요한 주체인 정부의 역할이 모호하거나 미미하게 정의되고 있음을 알 수 있었다. 또한 새마을운동의 원형과 변형 양자 모두 주민참여를 강조하고 있으나 실제 이전된 새마을운동에서의 주민참여 수준은 낮은 것으로 나타났다. 마지막으로 관리전략 측면에서는 원형에서 나타난 체계적인 관리전략이 부재했으며, 이는 사업의 효과성 및 지속성 담보에 부정적 영향을 미치는 것으로 나타났다.

The active policy transfer of Saemaul Undong (the New Village Program, or NVP) to developing countries has been observed recently. Current research on the NVP, however, narrowly focuses on the effectiveness of the program without an analysis of the prototype NVP and modifications to it in countries where it is transferred. This paper constructs the prototype NVP and analyzes how it is modified in t six projects in Laos and Cambodia. Our analysis suggests huge differences between the prototype and the transferred versions of the NVP. Few programs contain national-level goals that also play a minor role in implementation. Weak participation of community members is also notable. Even more, the sustainability of the programs is questionable due to the absence of systematic management strategy.
