정부싱크탱크의 정책기여도에 영향을 미치는 요인 탐색 : 자원의존이론의 관점

Abstract

정부싱크탱크의 정책기여도는 정책연구조직에 의해 생산된 정책지식이 수요자인 정부부처의 정책수립 및 집행에 활용되는 정도로 측정할 수 있다. 본 연구는 정부싱크탱크의 정책기여도에 영향을 미치는 다양한 요인들의 효과를 탐색함을 목적으로 한다. 이를 위하여 자원의존이론(Resource Dependence Theory)의 관점에서 정책기여도에 미치는 조직역량 및 리더십 요 인에 관한 가설을 설정한 후, 우리나라 경제 인문사회분야 23개 국책연구기관의 성과평가 자료를 활용하여 패널분석을 수행하였다. 분석결과, 정부싱크탱크의 정책기여도는 연구역량 및 연구기관 원장의 재임기간에 영향을 받는 것으로 나타났다. 또한 기관장의 출신배경 역시 정책기여도에 유의미한 영향을 미쳤으며, 특히 정치권이나 관료출신 원장의 역할은 조직의 연구역량에 따라 달라 질 수 있다는 점을 확인할 수 있었다.

This paper attempts to investigate various factors affecting the policy impact of national research institutes based on resource dependence theory. Using performance evaluation data for the 23 government-funded research institutes in Korea, panel analysis results reveal that higher research quality of the organizations and longer tenure of leaders are likely to enhance the policy impact of think tanks while leaders who have governmental profiles tend to have lower performance than those who do not. The paper suggests the importance of organizational expertise and autonomy of the think tanks and the role of leaders under dependence on the government for resources.
