민주화 이후의 이주노동정치사 : 초기(1987~1993)

Abstract

이주노동정치는 이주노동의 유입, 존재양태, 기존 사회와 맺는 관계, 관련 제도의 도입과 변천 등을 둘러싸고 관련된 주요 영역들 내지는 세력들 간에 벌어지는 힘과 가치정향의 충돌과 타협, 작용과 반작용 등의 복합적 상호작용들로 구성되는 정치적 현상이다. 그러한 점에서 1980년대 후반부터 이주노동의 국내 유입이 본격화되면서 시작된 이주노동정치사는 민주화 이후 민주주의의 성격을 판별하는 하나의 시험대이다. 본고의 목적은 이러한 점을 염두에 두고 1987년부터 산업연수생제도의 전면화가 결정된 1993년 말까지의 이주노동정치사를 검토하는 것이다. 이를 위하여 본고는 정책사나 운동사의 관점들을 포괄하면서도, 보다 중요하게는 정치사의 시각에서 행정, 경제, 노동, 시민사회 간 관계들의 복합적 전개과정에 주목한다.

The aim of this research is to examine the early stage (1987~1993) of the history of migrant labor politics in South Korea. The underlying assumption of this study is that migrant labor issues represent a comprehensive political phenomenon, in which conflicts and compromises amongst key actors and spheres involved incessantly take place regarding a variety of issues, including the influx of migrant workers, their incorporation into the receiving society, and migrant labor policies. Employing the new concept of migrant labor politics, this research, therefore, also takes up the perspective of political history in order to sharpen our knowledge and evaluation of the complex formation of the migrant labor politics of South Korea. In light of this, the main focus is on the ongoing political relations among the four main spheres in particular ― the administration, the economy, the labor unions, and civil society. It is hoped that this research will help to sharpen the assessment of the state of democracy in South Korea, a migrant labor-receiving country in the international labor market.
