대통령의 리더십과 정책의제설정양태에 대한 연구 : 역대 대통령들의 주요 연설문에 대한 내용분석을 중심으로

Abstract

본 연구의 주제는 한국 대통령의 이념이 정책의제 설정에 어떠한 영향을 미쳐왔고, 또한 각 시기의 대통령들간 의제설정의 양태는 과연 어떠한 차이를 보이는가를 분석하는 것이라 할 수 있다. 대통령의 연설문에 나타나는 개별 대통령들의 의제설정에서 대통령 개인의 리더십 스타일과 정책의제 설정의 방향성은 어떠한 연관성을 가지는지 분석하고자 하였다. 즉, 보수적 대통령들이 진보적 대통령들과는 어떻게 다른 양상으로 정책의제를 설정해 왔는가를 분석해보기 위하여 실질적으로 표출되는 다양한 정책의제 설정의 양태들이 어떠한 방향으로 전개되어왔는지를 조사하였다. 정책의제뿐 아니라 가치체계나 국민 및 국가의식, 정치, 그리고 비전에 대해서도 연설문을 통해 표명된 내용을 중심으로 실증적인 분석을 시도하였다. 본 연구에서는 한국 대통령들의 취임사, 신년사, 주요 기념사, 국회연설, 대국민담화에 한정하여 435개의 문서들을 자료화하였고 이를 대상으로 내용분석을 시도하였다. 분석을 통하여, 개별 대통령들의 정책의제설정의 격차는 기본적으로 그들이 가지고 있는 이념성향에 의해 영향을 받으며, 의제형성의 환경, 즉 사회적 요구나 여론환경으로부터도 심대한 영향을 받는 것으로 나타났다. 그리고 의제설과정에서 이념성향과 정책환경뿐만이 아니라, 대통령의 세계관, 가치관, 정치에 대한 비전 및 정치에 대한 사고프레임도 유효한 영향을 미치는 것으로 평가되고 있다.

This study aims to trace the agenda-setting pattern of Korean presidents, and find out its intrinsic meaning under the assumption that the contents of presidential agendasetting is remarkably influenced by individual presidents ideological commitment and pursuit of partisan value. This study analyzed inaugural addresses, New Year's addresses, commemorative addresses, speeches at the National Assembly, and public discourse. According to the analysis, conservative presidents like President Lee tends to consistently emphasize the values of freedom and unification against the threat of North Korea. It is President Kim Daejung who emphasized the importantance of the welfare issue during his presidential address. The agenda-setting pattern seems to be influenced by ideological commitment as well as the demands of the times.
