외국어로서의 한국어교육 정책의 개선 방향

Abstract

본고에서는 한국어교육 정책에 대한 현황과 문제점 진단, 개선을 위한 제언을 하고자 한다. 현대적 의미에서의 한국어교육 역사를 70년 정도로 볼 때, 국가 차원에서의 법·제도적 지원이 제공된 기간은 10년 남짓이다. 그럼에도 국가적 차원의 정책 지원 등의 부재, 또는 정부 차원의 정책이나 제도, 법 시행은 오히려 여러 문제를 일으켰다. 본고는 이에 관한 여러 문제점들을 언어정책적 관점에서 진단하면서, 문제점의 개선 방안의 기저로 정책 시행 전담 기관이나 부서의 선정과 이를 통한 일관성 있고, 효율성 있는 정책의 수립과 시행, 그리고 국어기본법 및 시행령으로 대표되는 법제적 지원틀을 가능한 한 빨리 개정해야 한다는 점, 한국어 수요자 안정화를 위한 노력이 절실한데, 이를 위해서는 국내와 국외에서의 한국어교육을 위한 정책이나 계획이 구분되어야 하고, 국가적 차원의 노력과 민간(주로 대학)의 노력에 있어서 어느 정도 배타적인 영역과 방식이 존중되어야 한다는 점을 강조했다. 본고의 제안점을 정리하면 첫째, 한국어교육을 총괄할 관제탑의 설치, 둘째는 구체적으로 한국어교원 자격제도 개선을 위한 법 개정, 셋째는 한국어 학습자 확보를 위한 국내외 한국어학습 환경의 전면적 조사 및 이를 통한 종합적인 방안 제시, 그 외 수요를 예측하며 공급을 제공하는 효율적인 방안의 모색등이 필요하다는 점 등이었다.

This paper will diagnose the current situation and problems of the Korean education policy and suggest some improvements. When you view the history of Korean education in the modern sense about 70 years, the legal support period at the national level, is a little over 10 years. Nevertheless, the absence of such policy support at the national level, or government policies or

institutions, law enforcement is rather caused a number of problems. Diagnosing with multiple issues in language policy perspective on this, as a base of the improvement of the problems this paper emphasizes to select one of the policy enforcement Agency's or Department's dedicated and the establishment of the policy which is consistent through efficient enforcement. The proposal points may be summarized as follows. First, the installation of the towers to oversee Korean education, The second is specifically law revision of the improvement on Korean teacher qualification system. The third is investigation into the domestic and international Korean learning environment and comprehensive approach proposal for creation a demand for Korean learners. In addition, an effective plan which provides the supply and demand forecasts is needed.
