최근 북러관계의 변화 : 현황, 동인, 전망 및 한국의 대응

Abstract

북러관계가 최근 들어 상당히 우호적인 관계로 발전했다. 우크라이나 사태 이후 서방과 대립각을 세우게 된 러시아는 북한을 포함한 아시아 국가들과 협력관계를 더욱 발전시키기 위한 노력을 기울여왔다. 한편으로 북한은 외교적으로 고립된 가운데 중국과의 관계가 악화됨에 따라 러시아와의 협력을 필요로 하게 되었다. 지난 수년간 북한과 러시아는 교역확대, 비자간소화, 교역에 있어서 루블화 결제 등에 관한 협정을 맺었다. 북러관계의 진전은 여러 요인에 의해 촉발되었다. 무엇보다도 러시아가 신동방정책의 일환으로 한반도와 동북아에서 자국의 존재감을 유지하려고 하는 모스크바와 국제적 고립을 탈피하고 외교적 활동공간을 넓히려고 하는 평양의 의도가 합치하기 때문이다. 또한 경제적으로 북한은 러시아로부터 원조를 기대하고 있으며 러시아는 북한의 협조를 얻어 한국을 포함하는 3각협력을 추진하려고 한다. 이러한 북러간 밀월관계는 한국에게 도전과 기회를 동시에 던지고 있다. 한편으로 북러관계의 긴밀화는 대한민국이 추진하고 있는 유라시아 이니셔티브에 좋은 기회가 된다. 다른 한편으로는 북러간의 밀착은 북핵문제의 해결을 복잡하게 만듦으로써 한반도에 있어서 불확실성을 증대시킬 수도 있다. After years of fluctuant situation in their bilateral relations, North Korea and Russia recently have developed friendly and cooperative relations. Over the last few years North Korea and Russia signed a number of agreements on mutual cooperation including expansion of trade volume, simplification of visa requirements for Russian businessmen and the settling of payments in Rubles in trade. The advancement of the bilateral relations between North Korea and Russia has been driven by several factors. Among other things, the two countries share common interests in that Russia pursues pivot to Asia, whereas North Korea struggles to avoid isolation from international society. Also Moscow and Pyongyang have overlapping interests in the economic sphere: North Korea is interested in getting economic assistance from Russia, while the latter wants to induce the former into a trilateral cooperation including South Korea. A honeymoon relationship between Moscow and Pyongyang poses both challenges and chances to the Republic of Korea. On the one hand, a close relationship between Pyongyang and Moscow allows for a favorable environment in which Seoul pushes ahead Eurasia Initiative, its own Eurasian cooperation program. On the other hand, a collusive relationship between North Korea and Russia may complicate North Korean nuclear issue, precipitating uncertainties on the Korean peninsula.
