러시아 극동·바이칼지역 사회경제 발전 프로그램과 한·러 경제협력의 시사점

Abstract

러시아는 유럽·태평양국가로서 자원과 물류잠재력이 높은 극동·바이칼지역을 새로운 성장 공간의 모멘텀으로 간주하고 있다. 극동·바이칼지역 사회경제발전 프로그램은 푸틴의 신동방정책의 핵심과제로서, 에너지·자원 수출의 유럽의존도를 줄일 뿐만 아니라 아태지역, 특히 APEC과의 경제협력 그리고 북극권을 포함한 동지역의 에너지·자원·물류·농업개발을 가속화하여 정체된 극동·바이칼지역의 성장잠재력을 고양시키고 동 지역 주민의 안정된 삶의 질을 향상함으로써 인구학적 위기를 극복하는 데 그 목적이 있다. 푸틴은 2013년 3월에 2014-2025년까지 극동·바이칼지역 사회경제발전 국가프로그램을 채택했다. 동 프로그램은 우크라이나 사태 등 국내외 환경변화로 인해 2014년 4월에 2015-2025년 극동·바이칼지역 사회경제발전 연방목적프로그램으로 수정됐다. 2014년 수정된 연방목적프로그램의 목표와 핵심내역은 변화를 보이고 있으며, 재원 규모는 대폭적인 감소 양상을 보이고 있다. 수정 프로그램은 실현 가능한 프로젝트, 특히 자원․물류 잠재력을 구체화하여 아태지역으로의 수출을 가장 중요한 목표로 삼고 있다. 이 논문은 방법론적으로 2013년과 2014년에 러시아정부가 발표한 극동․바이칼지역 사회경제발전 프로그램과 연방관세청과 통계청이 발표한 1차 자료를 중심으로 구성됐다. 이를 바탕으로 제2장에서는 2013년과 2014년에 발표된 2025년까지 극동․바이칼지역 사회경제발전 프로그램의 내역과 차이점을 정리한 후, 제3장에서는 이 프로그램의 평가에서 가능성과 한계점을 분석한다. 제4장에서 한국과 극동·바이칼지역과의 경제협력 현황을 분석한 후, 제5장에서는 한·러 경협의 시사점을 조망해본다.

The purpose of this paper is to review direction and goals of development strategies and programs for the Russian Far East & Baikal region in the context of state and regional policy. This paper will mainly analyze the State program for Socio-economic Development of the Far East and the Baikal region by 2025 which was adopted in March 2013, and the federal target program for Socio-economic Development of the Far East and the Baikal region by 2025, which was adopted in April 2014, and its fulfillment possibilities and limitations. The conclusion will summarize the study and suggest some implications and challenges associated with the development of the Far East & the Baikal region. The corrected federal target program for socio-economic development of the Far East & Baikal region by 2025 has special emphasis focused on strengthening the implementation of national interest at the Asia-Pacific region in near future. The ratio of state(federal and regional) and private investment is radically different compared to 2013 program, in favour of private one. The development of the Far East & Baikal region requires time and the collaboration of neighboring countries since it is hard for the Russian government alone to handle. Therefore, the whole ball of wax of this program depends mainly on the investment cooperation with Asia-Pacific countries, involving Korea, China, Japan, and other countries.
