정치인과 거짓말 : 그들은 왜 거짓말을 하는가?

Abstract

정치인에 대해 만연된 불신은 우리 정치문화의 고질병이며, 정치참여에 필요한 시민들의 동기를 저해하여 국민자치를 기초로 하는 민주주의를 위태롭게 한다. 정치인과 거짓말의 관계를 이론적으로 규명하고자 하는 본 연구는 정치인에 대한 고전적 연구인 헤럴드 라스웰과 막스 베버의 저작들을 준거틀로 사용하여 왜 정치인들이 거짓말을 하는지를 분석적으로 파헤친다. 라스웰의 심리학적 관점이 드러내는 정치인의 인성적 특징과 형성과정, 그리고 베버의 정치사회학 관점이 보여주는 근대사에 있어 직업정치인의 출현과 유형을 비판적으로 비교 분석함으로써 본 연구는 정치인들이 거짓말에 빠지는 개연적 상황을 구조적으로 드러낸다. 결어에서는 정치인의 거짓말에 대한 시민의 바람직한 태도를 예비적으로 검토한다.

The distrust of politicians is a malady of our political culture, discouraging citizens motivation for political participation and endangering democracy based on the peoples self-rule. Theoretically illuminating the relationship between politicians and lies in reference to the classical works of Harold Lasswell and Max Weber, this study attempts to answer why they lie. Lasswells synchronic perspective discloses the personality traits and formation processes of politicians, while Webers diachronic perspective reveals the advent and types of vocational politicians in the early modern era. Critical analyses of these two in comparison would show the structural situation where politicians come to terms with political lies. The last remark offers a preliminary suggestion concerning citizens proper stance as to politicians lies.
