교사들이 기대하는 교육과정 자율권 탐색

Abstract

우리나라는 교사들에게 학교교육과정을 융통성 있게 편성·운영할 수 있는 교육과정 자율권을 부여하고 있으나, 이러한 권한은 교사 수준에서 의미 있게 구현되지 못하고 있는 형편이다. 이러한 문제를 해결하는 한 가지 방법은 교사가 교육과정 자율권에 대해 기대하는 바가 무엇인지를 검토한 뒤, 이에 근거하여 교육과정 자율화 정책의 방향을 새롭게 설정해보는 것이라고 할 수 있다. 이에 본 연구는 최근 정책적으로 추진되고 있는 학교수준의 교육과정 자율권의 확대와 관련하여, 교사가 실제로 기대하는 것은 무엇인지를 탐색하고 이것이 주는 시사점을 논의해 보는 것을 목적으로 하고 있다. 이를 위하여 본 연구에서는 서울과 경기 지역의 중학교에 근무하는 8명의 교사들과의 면담을 시행했으며, 그 결과를 교사들이 기대하는 교육과정 자율권의 목적, 영역, 방법측면에서 분석하였다. 연구 결과, 교사들은 교육과정 자율권이 개별 학생들의 요구를 충족하되 교사공동체 문화도 존중하는 방향으로 추구되어야 하고, 교사들에게 교과 수업의 운영 및 교육내용의 결정권을 실질적으로 제공하며, 자율화의 결과보다는 과정에 더 초점을 두어 교사가 스스로의 판단과 기준에 의해 책무를 확인해나갈 수 있는 방식으로 행사되기를 기대하고 있는 것으로 나타났다.

Teachers in Korea are granted with 'curriculum autonomy' so they can organize and manage the school curriculum with flexibility, however, these authority given to the teachers are not being fulfilled accordingly. One of the methods to resolve this problem is to find out and examine what the teachers expect from 'curriculum autonomy', and establish a new direction of curriculum autonomy policy based on the examination results. Therefore, the purpose of this study is to find out the actual expectations of the teachers related on the recent expansion policy of curriculum autonomy in schools and discuss about the implications derived from it. To achieve this purpose, interviews were performed on eight secondary school teachers in the region of Seoul and Gyeonggi Province and its result was analyzed in the aspects of 'purpose', 'field', and 'method' of curriculum autonomy that is expected by the teachers. The study results were as follows. Teachers wanted the 'curriculum autonomy' should be met with the demands of each student but also respect the culture of teacher community. Also, teachers expected to be provided with the rights on subject lesson operation and decision of subject lesson content. Lastly, teachers expected 'curriculum autonomy' is exercised in a way that is more focused on the process rather than the result while their accountability can be confirmed by his/her own decision and standards.
