북한이탈주민 범죄의 실태와 원인에 대한 이론적 고찰

Abstract

국내 입국 북한이탈주민들의 수효가 점증하면서 부적응으로 인한 사회문제도 함께 증가하고 있다. 특히 남한 주민보다 높은 범죄율은 시급히 관리되어야 할 문제임에도 불구하고 해당 분야에 대한 의미 있는 연구가 아직 충분히 이루어지지 못한 상태이다. 기존의 선행연구들은 연구의 목적이 북한이탈주민의 안정적 정착에 있음에도 안정적인 정착이 이루어지지 못했을 때 발생할 수 있는 문제에 대한 접근은 미비했다. 따라서 본 연구에서는 실제적인 대책 마련에 앞서 북한이탈주민의 범죄 실태와 원인에 대한 이론적 고찰이 필요하다는 인식에서 기존의 연구자료를 종합하여 실태를 진단하였다. 그리고 이러한 바탕 위에 사회유대이론, 긴장이론, 낙인이론, 이주이론/경제적 불평등이론, 일탈하위 문화이론 등 주요 범죄학이론을 분석의 틀로 설정, 북한이탈주민의 범죄 가해 가능성과 취약성에 집중하여 정책적 시사점을 마련하고자 하였다.

As the number of North Korean defectors entering to South Korea has progressively increased, social problems caused by their maladjustment have also been growing. Especially, relatively higher crime rate of North Korean defectors should be swiftly controlled, but meaningful studies on this area are not yet fully proceeded. Although the purpose of previous studies was to promote North Korean defectors stable settlement, there have been only few studies with the approach on the potential problems from situations in which their stable settlement cannot be accomplished. Therefore, in this study prior to preparing practical countermeasure I diagnosis North Korean defectors real condition by synthesizing pervious studies under the theoretical consideration on the cause of their crimes. Through on this process, I apply several criminal theories such as social bonding theory, strain theory, labeling theory, immigration/economic inequality theory, delinquent subculture theory as an analytic framework, and try to suggest policy implications.
