문화와 권력

Abstract

문화와 정치 또는 권력의 관계는 논리적으로 쉽게 연결될 수 없는 것이 사실이나, 이 글은 문화가 담론의 매개를 통해 권력과 연결되는 바를 논하는 것을 목적으로 한다. 18세기 후반 민족주의 사상의 등장에 따라 본격적으로 제기, 환산되었던 근대 서구의 문화 담론은 집단의 성격을 결정짓는 핵심적 조건으로 작용해 왔고, 국제정치의 장에서는 행위자를 형성하는 조건을 이뤄 왔다. 이는 국제정치 행위자의 지위, 존재의 수준을 결정하게 되며 각 국의 이익 추구가 국제적으로 인정되는 기준과 직결된다. 이러한 논리 구조를 바탕으로 이 글에서는 문화 담론과 권력의 특이한 사례인 에드워드 사이드의 오리엔탈리즘과 조지프 나이의 소프트 파워 논의에 대해 비판적으로 접근한다. 이러한 접근은 문화 담론이 국제정치에서 갈등을 벌이는 양상을 분석하고, 권력과 이해의 차원이 아닌 존재의 차원에서 국제정치의 일 요인으로 작용하고 있음을 보여준다는 접에서 의미를 지닌다.

It would be complicated to find any logical junction between culture and politics, or power. This article, however, aims at exploring the link built up by the medium of discourse. Since the late 18th century, the cultural discourse in the modern western Europe was formed and expanded with the rise of nationalism, which in turn had functioned as an essential factor of actors identity in International Relations. It is relevant to the extent of acceptable national interests in international society and the level of actors status. Based on this logic, this article makes a critical argument on Orientalism of E. Said and Soft Power of J. Nye. It might be meaningful in that it shows the conflictual aspect of the cultural discourse in international politics and its function as a basis in terms of existence, rather that interest or power.
