부산정치파동과 국가보안법파동에 대한 미국의 개입 비교

Abstract

이 논문은 부산정치파동과 국가보안법파동에 대한 미국의 개입을 비교하고 다음과 같은 연구결과를 얻었다. 첫째 국가이익의 측면에서 보았을 때 두 번의 개입에서 미국의 정책결정자들은 이승만 정권이 자유 민주주의의 규범을 어김으로써 미국의 위신이라는 국가이익이 크게 손상된 것을 우려하였다. 그러나 부산정치파동의 경우 단기적인 군사안보가 위태로워지는 것을 더 우려하였다. 둘째 개입을 위한 수단의 측면에서 보았을 때 부산정치파동에서는 군사적 수단의 동원이 고려되었지만 최종적으로 외교적 수단이 동원되었다. 국가보안법파동에서는 군사적 수단은 전혀 고려되지 않고 외교적 수단만 동원되었다. 셋째, 관료집단 내부의 갈등의 측면에서 보았을 때 부산정치파동에서는 군부와 국무부 간에 심각한 갈등이 있었지만 국가보안법 파동에서는 심각한 갈등이 없었다. 넷째, 개입의 공개성 여부의 측면에서 보았을 때 부산정치파동에서는 은밀한 개입이 시도되었으나 4·19 발발의 시점에서는 준공개적 개입이 시도되었다. 다섯째, 미국은 두 번의 개입에서 이승만 주변의 강경세력을 배제하고 온건한 세력을 포진시키려했다는 점에서는 일관성이 있었다.

This paper aims at a comparative study of the 'Pusan Political Crisis' and 'National Security Law Crisis,' whereby the United States government intervened in the Korean domestic politics during the 1950s. Results of this study may be summarized as follows: First, American decision-makers were deeply concerned about the erosion of the U.S. prestige which both political crises might bring about. Yet, American military leaders tended to give priority to military security over the issue of prestige in the former crisis. Second, although American government considered the possibility of military means to solve the former crisis, the plan never materialized. In the latter incident, they mobilized only diplomatic means. Third, there was serious conflict between military and civilian leaders in the former crisis. However, there existed little dispute among two groups over the latter crisis. Fourth, while they attempted to maneuver covertly in the former crisis, they intervened almost publicly in the latter crisis. Fifth, while excluding hard-liners, they tried to maintain soft-liners within Syngman Rhee regime in both crises.
