핀란드의 편승적 중립정책

Abstract

핀란드가 오늘날과 같은 경쟁력을 보유하면서 발전하게 된 데는 내부의 경제적 역량이 중요한 역할을 했지만, 역사적으로 거슬러 올라가면 양차 세계대전을 전후로 형성된 안정적인 외교정책의 영향을 간과할 수 없을 것이다. 2차 세계대전 이전까지만 해도 핀란드는 크고 작은 숱한 전화(戰禍)를 겪으면서 항상 국가의 생존을 걱정해야 하는 처지였다. 강대국 틈바구니에 끼어 있던 지정학적 위치가 문제였다. 핀란드는 동쪽으로는 러시아와 국경을 접하고 있고 남쪽으로는 발트해를 사이에 두고 독일과 마주하고 있다. 특히 독일과 오랫동안 적대관계에 있던 러시아는 핀란드가 독일의 러시아 침공의 교두보로 이용될 수 있다는 오랜 인식 때문에 핀란드를 자신들의 영향하에 두려고 노력했다. 그러나 핀란드는 양차대전을 치르고 국가의 생존을 모색하는 과정에서 소련과의 신뢰 관계를 토대로 한 중립을 외교정책으로 채택하면서 안정적인 대외관계하에 경제적 번영을 추구하는 데 성공했다. 2차 세계대전 이전까지도 북유럽의 약소국이었던 핀란드는 그들만의 독특한 중립정책, 즉 대소 우호적 중립정책을 통해 오늘날에는 중견국가(middle power)로서 최고 수준의 경쟁력을 보유한 경제부국으로 성장할 수 있었다. 핀란드의 편승적 중립정책은 대외적 위협에 대처하기 위한 여라 방책 중의 하나라고 할 수 있겠지만, 편승과 중립을 병행했다는 점에서 이론적으로나 실천적으로 연구의 가치가 높다. 물론 핀란드의 중립정책에 대해서는 많은 선행 연구들이 있다. 그러나 기존 연구들은 대부분 핀란드 사례를 편승보다는 중립의 시각에서 다른 일반적인 중립 사례와 차별화되는 독특한 사례 정도로 평가해 왔다. 그러나 본 연구는 이러한 기존 시각들과 달리 편승의 측면을 상대적으로 더 강조하면서 왜 핀란드가 그런 독특한 외교정책적 선택을 할 수밖에 없었는지를 논의하고자 한다. 즉 본 연구에서는 핀란드의 대소 우호적 관계를 바탕으로 한 편승적 중립정책이 어떻게 형성되었는지를 분석하고자 한다.

Finland, today, has been accomplished a high quality of world competitiveness due to a important role of the internal economic capacity. From the historical point of view, it cannot be overlooked the significance of a stable foreign policy before and after twoworldwars. Before the secondworld war, it is the fate Finland had been always anxious about the national survival suffering fromsmall and big the evils of war. It is attributed to the cause of the geopolitical position between the great powers, such as Russia, Germany. Particularly, it is Russia's traditional beliefs that, in its long hostile relations, Germany route to the invasion of Russia using Finland, has been trying to be its hands of Finland. After two world wars, Finland, finding the way of national survival, has been pursuing the neutral foreign policy basing upon the confidencewith the enemy, Russia. It brings a economic success under a stable external relations. Although there has been existing Finland as theweak states in Northern Europe before the war, Finland could be reached the highest level of awealth of nations asmiddle powers in terms of the unique neutral policy, focused on friendship neutral policy with Russia. It is highly studied in the sense of the theory and praxis that Finland bandwagoning neutral policy could be one of strata for the external threats. There are many previous studies of Finnish cases, with special references to the cases differing from the other cases not viewing the bandwagoning but the neutrality. But, this reveals to look into the process and unique choice of Finland foreign policy focusing on the aspects of bandwagoning.
