탈사회주의 체제전환기 동유럽 선거민주주의와 정당정치

Abstract

본 연구는 폴란드를 대상으로 공산체제 붕괴 이후 지금까지 실시된 6차례의 총선에 대한 분석을 통해 폴란드 정당구도의 변화를 역사적으로 추적함으로써 체제전환기 폴란드 정치변동의 한 단면을 고찰해 보고자 하였다. 공산체제 붕괴 이후 폴란드 정치과정에서 가장 특징적인 현상은 1990년대와 2000년대 초반에 걸쳐서 민주좌파연합을 필두로 하는 구공산계 정당과 다양한 솔리대리티계열의 정당이라는 양대 정치세력이 번갈아 가면서 집권하였다는 점이다. 이는 공산체제로부터 물려받은 정치적 유산이 체제전환기 폴란드 정치과정에 증폭되어 나타난 것이었다. 하지만 2005년과 2007년 총선에서 민주좌파연합이 군소정당으로 전락하고 우파 성향의 시민연단과 법과정의당이 두 거대 정당으로 부상함으로써 기존 폴란드 정당구도에 큰 변화가 일었다. 이러한 우파 정당의 득세가 앞으로의 총선에서도 공고화된 형태로 나타날 것인지에 대해서는 시간을 두고 지켜보아야겠지만, 지금까지의 폴란드 정치 과정에서 나타난 솔리대리티계 우파 정당들의 분열과 이합집단, 그리고 유권자층의 투표 유동성을 고려할 때 현재의 정당구도가 크게 변화될 여지도 상당히 높다고 진단해 볼 수 있다.

This paper investigates the historical changes of party formations in Poland by focusing on the results of 6 parliamentary elections which have been held since the downfall of the Polish communist regime. The most outstanding feature of the political process during the post-socialist transitions in Poland is that the legacy of the communist past overwhelmingly affected the structure of party formations and competitions especially during the period between the early 1990s and early 2000s. In this period, the former communist party, Democratic Left Alliance, and post-Solidarity parties were the leading contenders for governing power. However, such structure of party competition changed substantially in the 2005 and 2007 elections, in which the conservative Law and Justice Party and the liberal-conservative Civic Platform became the main parties in the Polish parliament, Sejm. Nonetheless, so far, it is not clear whether this realignment of the dimension of party competition means the emergence of a new party structure based on the bipolar dominance of two big centre-right parties. Considering the internal instability of the right-wing parties and the high electoral volatility in Poland, it is highly possible for the current party structure to change significantly in the near future.
