독일과 미국의 부상에 대한 패권쇠퇴기 영국의 대응, 1890~1907

Abstract

19세기 말에 시작된 영국과 독일 그리고 영국과 미국 사이의 세력전이는 전 지구적 차원에서 패권의 변화가 일어난 마지막 사례로서 큰 중요성을 갖는다. 국력의 변화가 세력전이의 기본 조건을 이루기는 하지만, 동일한 시기 영독관계와 영미관계의 변화를 함께 살펴보면 영국의 독일에 대한 봉쇄, 미국에 대한 유화라는 상이한 양상의 대응을 국력 변수로 설명하기에는 무리고 따른다. 미국이 1890년대에 이미 독일을 여러 지표에서 앞서 있었고, 독일보다 성장 속도 또한 빨랐기 때문이다. 이 글에서는 전략지정학적 이익과 도전국의 성향에 대한 영국의 인식이라는 두 가지 요일을 통해 영독·영미 관계에 진전에서 나타난 차이를 설명하고자 한다. 결론적으로 영국이 독일을 봉쇄한 이유는 독일이 영국의 사활적인 전략지정학적인 이익을 침해하는 정책을 취하는 한편, 일련의 외교적인 행태를 통해 공격적인 성향을 지니고 있다고 영국에게 인식되었기 때문이다. 이에 반해 미국은 영국의 이익에 반하는 조치들을 취하기는 했지만 영국의 핵심적인 이익을 위협하지는 않았으며, 독일에 비해서는 온건하게 보이는 외교적인 행태를 보였다. 추가적으로 강조되어야 할 사항은 영독·영미 세력전이를 비교할 때 물질적인 요인이라고 볼 수 있는 전략지정학적 이익의 도입을 통해서도 설명되지 않는 지점들이 존재하며, 관념적 요인이라고 할 수 있는 인식의 영향을 살펴봄으로써 여기에 대한 해답을 얻을 수 있다는 점이다.

Anglo-German and Anglo-American relations during the late nineteenth century and the early twentieth century provide important empirical grounds upon which to test the validity of various theories concerning transition of power at the global level. A quick inspection of the two cases immediately refutes explanations solely based on the power variable since, already in the 1890s, the United States surpassed Germany in various indicators of national power and was rising with greater speed. This paper demonstrates that the diverging trajectories of the Anglo-German and Anglo-American relations can be fully understood when the compatibility of geostrategic interests and the hegemons perception of the challengers characteristics are taken into account together. More importantly, it should be noted that the introduction of geostrategic interests alone leaves a puzzle unsolved regarding the period before 1897, which can only be accounted for by the hegemons differing perception of the challengers characteristics.
