국제정치의 복합조직원리론으로 분석하는 남북 관계

Abstract

본 논문은 국제관계 이론을 동아시아 차원에서 새롭게 조망하면서 남북 관계를 설명하고자 한다. 남과 북의 관계를 국제관계 이론으로 조망하고 분석한다는 것은 서구 국제관계 이론을 염두에 둔다면 상당한 시각의 조정이 필요한 작업이다. 본 논문은 이러한 조정작업을 국제관계의 복합조직 원리론에 기반하여 수행한다. 동아시아 국제관계의 조직원리는 하나의 근대적 조직원리, 즉 무정부 상태에 의해 규정되고 있지 않다. 긴 역사를 통해 다양한 조직원리가 중첩되어 존재하고 있으며 이들 조직원리가 구체적인 관계와 현안을 지배하는 양식도 매우 다르다. 복합조직 원리는 비단 남과 북의 관계를 규정할 뿐 아니라 동아시아 국제관계 전체를 규정하기 때문에 남과 북의 관계와 동아시아 국제관계가 어떻게 상호작용하는지를 함께 살핀다. 남북 관계는 전통질서에서 근대이행기를 거쳐 이들을 담고 있는 상태에서 근대적 대결양상을 보인다. 남북군사 관계, 경제적 상호의존, 통일을 둘러싼 담론과 전략의 대결 모두 전형적인 근대 국가 간 관계가 아니며 그렇다고 하나의 민족 개념에 기반한 근대와는 구별되는 관계도 아니다. 현재 남북 간에 발생하는 다양한 이슈들, 즉, 북핵, 평화 체제, 한국의 대북관여, 북한과 주변국 간 외교관계 수립, 북한의 정상화 과정, 통일 등 많은 이슈들을 분석하고 해결해나가기 위해서는 복합적으로 작동하는 조직원리들을 분석의 핵심으로 삼아야 한다. 다양한 단위 의식과 조직원리가 복합된 가운데 전개되는 남북 관계를 정확히 파악하기 위해서는 서구 국제정치 이론을 그대로 적용하지 않고 진정한 의미의 지구적 국제정치 이론을 정립해야만 남북 관계를 국제정치 이론의 차원에서 분석할 수 있을 것이다.

This articles purports to analyze the inter-Korean relations from the perspective of international relations theory. As international relations theory has developed on the basis of Western historical evolution of regional order, a certain level of rethinking and rebuilding of Western theories is necessary. This article suggests the complex theory of organizing principles of international relations. East Asia, even though it is basically defined by the organizing principle of anarchy, can be defined by multiple organizing principles at the same time; that of traditional regional order, that of modern transition. modern principle, and that of post-modern transition. Inter-Korean relations, from this theoretical perspective, reflect not only modern international relations, but also many different relations at the same time. Issues such as North Korean nuclear problem, peace treaty, and engagement with North Korea, all revolve around the question of how to define the nature of relations, the sovereign status of two Koreas, and norms that apply to inter-Korean relations. By developing the complex theory of East Asian regional order, theoretical analysis of inter-Korean relations will be more appropriate.
