중동 냉전의 역사와 지역적 특성

Abstract

중동 냉전사에 대한 역사적 고찰을 통해서 중동 냉전의 지역적 특성을 규명하고자한다. 특히 중동 지역에서 나타난 아랍 민족주의, 아랍-이스라엘 갈등, 정치 이슬람이라는 지역적 특성의 변수와 글로벌 냉전의 규정성 간의 상호작용에 주목하여 냉전사를 기술한다. 첫째, 1955년 바그다드조약기구 출범 이후부터 1967년 6일 전쟁 발발까지의 시기는 아랍 민족주의의 창궐이라는 변수가 미국의 냉전적 개입과 맞물려 냉전 진영을 고착화시키는 과정을 추적한다. 둘째, 6일 전쟁 이후부터 1979년 캠프데이비드 협정 체결까지의 기간은 아랍-이스라엘 갈등이라는 지역적 특성을 해결하기 위한 미국의 외교적 중재 노력이 냉전적 고려에 의해 한계를 노정하게 되는 과정을 기술한다. 마지막으로 1979년 발발한 이란혁명과 소련의 아프가니스탄 침공 이후 정치 이슬람과 미국의 아프가니스탄 개입이 상호작용하면서 어떻게 글로벌 지하드라는 혁명적 변형을 양산했는지를 규명한다. 이러한 냉전사에 대한 분석적 서술을 통해 역내 문제의 변형과 방치, 냉전 초월적 이념 변수의 등장과 중동 국가의 자율성, 그리고 글로벌 냉전과의 밀접한 연관성을 중동 냉전의 지역적 특성으로 제시한다.

This study attempts to examine regional traits of the Cold War in the Middle East by investigating its Cold War history. In particular, in describing the historical narratives, this research concentrates on the interaction between effects of the global Cold War and variables of regional traits such as Arab nationalism, the Arab-Israeli Conflict and Political Islam. First, from the creation of the Baghdad Pact in 1955 to the outbreak of the Six-Day War in 1967, this research traces the process of polarization of Arab nations according to sphere of influence in the Cold War due to interaction between Arab nationalism and American Cold War policy. Second, during the period from the Six-Day War to the Camp David Accords in 1979, this paper endeavors to show the limits of U.S. policy makers efforts to mediate the Arab-Israeli conflict due to the priority given to victory in the global Cold War rather than resolving regional problems. Lastly, this study investigates the emergence of global jihad as a revolutionary metamorphosis and consequence of interaction between American intervention in Afghanistan and the expansion of Political Islam after 1979, when the Iranian Revolution and the Soviet invasion of Afghanistan occurred. The findings from analytic descriptions of history reveal that regional traits of the Cold War in the Middle East include transformations and an abandonment of regional affairs and concerns, signifying ideological variables transcending the sphere of influence and autonomy of Middle Eastern states, and inextricable linkage to the global Cold War.
