Abstract
고대 로마에서 이민을 의미하는 포풀루스는 로마인들에게 로마 자체로 받아들여졌으며 정치적으로는 일치를 상징했다. 원래 포풀루스는 군사용어로서 보병을 의미했고, 초기에는 귀족만 군역을 담당했기 때문에 포풀루스는 귀족만을 의미했다. 그러나 평민이 군역의 의무를 지기 시작하면서 군대의 다수를 차기하게 되고, 결국 포풀루스는 원래의 귀족뿐 아니라 평민까지를 포함한 전체 시민의 의미로 확장되었다. 더군다나 더 이상 귀족만을 포풀루스라 부르는 일은 없어지고, 오히려 평민만을 포풀루스로 칭하는 역전 현상이 발생하게 된다. 결국 포풀루스는 전체와 부분을 동시에 지징하게 된 것이다. 이와 같은 포풀루스 개념에 대한 로마인들의 인식과 의미 변화는 중요한 정치적 함의를 제공한다. 부분으로서 평민이 전체에 포함되고 그 이름까지 차지하게 된 것은 공동체에 필요에 부응함으로써, 특히 군역에 참여함으로써 가능하게 되었다. 그러나 평민이 전체를 의미하게 된 것은 사실 상징적인 측면이 강하며, 실제로는 평민은 여전히 부분에 머물렀다. 하지만 로마가 강성해질 수 있었던 원동력은 공동체에 헌신함으로써 전체를 지향하면서, 동시에 부분으로서의 성격을 유지했던 평민의 존재였다. 로마 역사에서 세르비우스 왕의 군제개혁은 평민이 전체를 지향할 수 있는 기회를 제공했고, 분리운동은 부분으로서의 성격을 자각하는 계기가 된 중요한 사건들이다.
In ancient Rome populus. or people, were considered Rome herself, and they symbolized unity. Originally, populus was a military term, meaning infantry, and populus signified only patricians who were in charge of the military obligation. However, as plebs started to serve in the army and became the majority, the concept of populus expanded to mean the whole citizen body including plebs as well as patricians. Moreover, only plebs were called populus sometimes, butpatricians were no more. Anyway, populus got to indicate both whole and part. Romans conceptions of populus provide some important political implications. Plebs as part came to be included in the whole and finally won the name, because they responded to the needs of the community, serving in the infantry. But it was symbolic the plebs meant whole while actually they still remained part. However, plebs contributed to the strengthening of Rome By aiming for whole and sticking to part at the same time. In the history of Rome. Serviuss ,military reform enabled plebs to commit to the whole, and secession plebis made them realize their roles as part.
