글로벌 불균형(Global Imbalance)의 조정: 후기케인스주의자들의 대안과 문제점

Abstract

이 글은 2000년대 이후 일반화된 글로벌 불균형 현상의 문제를 다루고 있다. 글로벌 불균형 현상에 대한 분석을 통해 이 글이 주장하려고 하는 점은 다음과 같다. 첫째, 정통 경제학은 글로벌 불균형 현상을 크게 문제시 삼지 않는 경향이 있다. 하지만 이런 생각은 분배와 고용의 문제를 등한시한 결과이며 이를 고려할 때 글로벌 불균형은 세계경제를 성장보다는 파국으로 이끄는 매우 위험한 현상이라는 점이다. 둘째, 현재의 글로벌 불균형 문제는 긴축 및 환율조정과 같은 적자국가들의 노력으로는 해결될 수 없다는 점이다. 이런 해법은 잘못된 처방이며 오히려 세계경제를 더욱 악화시킬 가능성이 존재한다. 이 글은 유럽재정위기의 사례를 보면서 글로벌 불균형 해법의 열쇠는 막대한 경상수지 흑자를 유지하고 있는 국가들의 조정노력이 동반될 때만 해결 가능하다고 주장한다. 셋째, 현재 글로벌 불균형 해법으로 제시되고 있는 케인스주의적인 해법은 많은 장점이 있음에도 불구하고 한계 또한 뚜렷한 해법임을 주장한다.

Global imbalance, I.e., the excess of global savings over global investment, is at the heart of the political economic problems of the world today. This paper provides a theoretical examination of the problem of global imbalance within the context of the post-Keynesian theory. The main arguments of this paper can be summarized as follows. First, global imbalance cannot be understood as a temporary nor a desirable phenomenon like traditional economics does. When we consider the employment and distribution problems, it is a rather permanent and undesirable phenomenon that leads the world economy into secular stagnation. Second, the problem of global imbalance cannot be solved by the deficit countries alone as traditional economics usually asserts. The solution of key lies rather on the surplus country. Lastly, although the post-Keynesian perspective provides better solution to the problem of global imbalance than traditional economics, it also has many problems to solve in itself.
