Abstract
사회경제에 대한 한국사회의 관심이 커지면서 풀뿌리 조직이 발달한 것으로 알려진 일본에 대한 관심 또한 커지고 있다. 그러나 특정 조직을 넘어선 일본 사회적경제 영역 자체의 지형은 알려져 있지 않다. 본 논문은 제도적 측면에 착안하여 적실성 있는 현대 일본 사회적경제의 조직적 지형을 그리고자 한다. 이를 위해, 우선, 사회적경제와 관련된 개념들을 검토해 분석 대상 조직의 전체 범위를 규명하고, 이들을 사회적경제의 3요소인 민주성·경제성·사회성에 부합하는 정도에 따라 네 가지 유형으로 분류한다. 이러한 분류를 토대로 평가한 일본 사회적경제의 특징은 다음과 같다. 1) 알려진 바와 같이 NPO법인과 공익법인이 일본 사회적경제의 주요 주체로 부각되고 있다. 2) 그러나 영리/비영리, 공익/사익으로 분명하게 구분되기 어려운 성격을 가진 다양한 조직들이 등장하고 있다. 3) 이런 맥락에서 일본에서는 전형적인 사회적경제 조직이 있다기보다는 여러 유형의 조직이 제도적, 정책적 네트워크를 통해 활동을 조율하는 형태로 사회적경제 영역을 형성하고 있다.
This article analyzes the concepts and institutions concerning the social economy in Japan and explores its organizational terrain. We have identified twenty-eight organizational types and categorized them into four levels: major, semi major, semi minor, and minor organization of the social economy according to their institutional hybridity. Specifically, we applied to each organizational type the three criteria which were generally considered as the basic conditions of the social economy organization. They are namely democratic operation, economic activity, and social purpose. They result of classification shows that 1) NPOs, Public Interest Corporations, and Consumer Co-operatives play significant roles within the social economy sector. But at the same time, 2) other types of organizations, especially ones which nullify profit-nonprofit and public-private interest distinctions, or the trans-boundary organizations, are rising rapidly. Finally, such a development within the organizational terrain tells us that 3) the contemporary Japanese social economy is comprised of various types of organizations. Some can be identified by the ideal institutional characteristics and others by their individual business or social motives.
