안데스 코뮤니즘, 도래할 공동체?

Abstract

원주민운동은 20세기 말에 라틴아메리카의 가장 강력하고 잘 조직된 정치적 행위자로 등장했다. 몇몇 나라에서는 사회정치적 분야에서 핵심적인 집단으로 성장했다. 원주민운동이 활성화될 수 있었던 이유 중의 하나는 원주민들을 억압한 신자유주의 개혁이다. 이 때문에 원주민운동은 법률 개혁, 영토와 천연자원을 위한 투쟁, 정체성 정치에 관심을 갖는 신사회운동으로 규정되기도 한다. 본 논문에서는 네 가지 점에서 원주민운동을 검토한다. 첫째, 원주민운동은 역사적 변환을 모색한다는 점에서 신사회운동과 다르다는 점에서 대안사회운동으로 규정 될 수 있다. 둘째, 원주민운동은 공동적인 것과의 직접적인 관계를 제시함으로써 대안근대성으로 나아간다. 오늘날 자본축적은 점점 더 공동적인 것의 착취의 특성을 보인다. 셋째, 원주민운동은 아이유의 재구축을 통해 지식과 사회의 전반적인 탈식민화를 모색하고 있다. 넷째, 안데스 원주민 공동체인 아이유는 500년 동안의 지배에도 불구하고 근대 국가에서 온전히 전유되지 않는 정치경제적 구조를 유지하고 있다. 다시 말해, 아이유는 전근대적 흔적이 아니라 대안근대성의 출현의 단서이다.

Indigenous movements emerged at the end of the twentieth century as one of the most powerful and well-organized political actors in Latin America. In some countries indigenous movements have grown into key players in the social and political field. One of the key elements in the rise of indigenous movements is the struggle against neoliberal policies that often weighed more heavily on indigenous peoples. Scholars often presents as new indigenous movements that are primarily concerned with legal reforms, struggles over territory and natural resource, and identity politics. In this paper I will examine four things on indigenous movements. First, indigenous movements differ from new social movements in that they engage in a project of historical transformation. Therefore, I will define indigenous movements as alternative social movements. Second, indigenous movements move on to the terrain of altermodernity presenting a direct relation to the common. Capitalist accumulation today increasingly takes the form of expropriation of the common. Third, grounding itself on the recuperation of ancestral knowledges of the ayllu and its reconstitution, indigenous movements has been seeking to decolonize knowledge and therefore society at large. Finally, the ayllu, following 500 years of external domination, is not an appropriate economic-political format within a modernizing state. That is, the ayllu is less a trace of the premodern past than it is a hint of an emergent altermodernity.
