과학기술출연(연) 기관평가수용성 영향요인에 관한 연구

Abstract

미래 산업경쟁력을 선점하려는 국가 간 과학기술경쟁이 치열해지고 산업간의 융·복합 트렌드로 인해 과학기술의 사회경제적 중요성 및 영향력이 극대화 되는 현 시점에서 국가연구개발사업 예산의 40%에 가까운 예산이 투입되고 있는 출연(연)의 기능과 역할정립을 위한 기관평가의 의미와 효용성을 제고하는 것은 매우 중요한 과제이다. 하지만 이를 위해 제고되어야 할 출연(연)기관평가 수용성에 대해서는 연구가 이루어지지 않았다. 이에 본 연구는 선행연구검토와 심층면접을 통해 대표적인 독립변수로 평가자 신뢰, 평가결과 활용의 유용성, 평가지표의 타당성을 도출하고 이들이 종속변수인 평가수용성에 어떠한 영향을 미치는지 회귀분석을 시행하였으며, 도출된 영향요인의 우선순위를 확인하기 위하여 위계적 회귀분석을 추가로 시행하였다. 분석을 위해서 과학기술 출연(연) 연구자와 기관평가 평가위원을 대상으로 설문하였고 변수선정의 타당도를 제고하고 설문분석의 의미를 보충하기 위해 출연연 원장, 본부장, 팀장급에 대한 심층면접을 병행하였다. 분석 결과, 평가자 신뢰와 평가지표 타당성이 평가수용성에 긍정적인 영향을 미친다는 가설이 채택되었고, 평가결과 활용의 유용성변수는 기각되었다. 채택된 두 독립변수에 대한 위계적 회귀분석의 결과 상대적 영향력은 평가자 신뢰가 더 커서 향후 우선적으로 평가자 신뢰를 확보하기 위한 제반 노력이 필요함을 시사하였다. The establishment of function and role in government-funded research institutes has become a vital issue as international competition over technology has become fierce and increased attention on budget efficiency makes science and technology institutional management more important and influential at the nation level. This paper defines independent and dependent variables to identify the factors influencing acceptance of institutional evaluations. Trust, index validity, and usefulness of evaluation were chosen as the independent variables. Acceptance of evaluation, selected as the dependent variable, includes recognition and willingness. Values were drawn through factor analysis and were analyzed by through linear regression. As a result, the significant correlation coefficients were trust and index validity. These findings are expected to give some useful implications for the direction of future evaluations for the development of government-funded research institutes.
