중동 에너지 수출국들의 셰일혁명에 대한 대응 전략 - 사우디아라비아와 카타르를 중심으로

Abstract

21세기 세계 에너지 정치·경제 전반에 걸쳐 막대한 영향을 끼치고 있는 북미 셰일혁명에 대한 중동의 전통 에너지수출국가들의 대응 전략을 고찰하고 분석한다. 2000년대 후반 이후 셰일혁명으로 인한 미국과 캐나다 등 북미지역 국가들의 셰일원유와 셰일가스 등의 에너지수출은 세계 에너지 시장의 급격한 변화를 초래하며 이전의 세계 에너지 시장의 질서를 근본적으로 - 공급국 중심에서 수요국 중심으로 — 변화시키고 있다. 따라서, 북미 셰일혁명이 어떻게 오늘의 세계 에너지 시장과 국제 에너지 정치를 급격하게 변화시키고 있는지를 알기 위해서는 세계 에너지 시장에서 여전히 막대한 영향력을 끼치고 있는 중동지역의 전통 에너지 수출국가들의 반응과 전략을 고찰하는 것이 필수적이다. 본 연구에서는 중동지역의 주요 원유 수출국인 사우디아라비아와 주요 가스 수출국인 카타르를 분석의 대상국가로 한정하여 이들 국가의 셰일혁명에 대한 대응 전략을 분석하고 고찰하고자 한다. 먼저 본 연구에서는 북미셰일혁명이 중동의 석유·가스 수출국들에 미친 영향을 다각적으로 분석하는 것을 시작으로 셰일혁명에 대한 사우디아라비아와 카타르의 대응 전략을 분석한다.

The main aim of this paper is to examine and analyse national strategies of energy exporters in the Middle East towards the Shale revolution, which has greatly affected world politics and international economies in the 21st century. Since the late 2000s, due to the shale revolution, the export of shale energy by the U.S. and Canada have brought fundamental changes in the international energy market, which has now been transforming from a producer-centered to a consumer-centered market. Thus, it is necessary to examine and analyse the national strategies of traditional energy exporting countries in the Middle East, with regards to the international market, since both still have a tremendous influence in the international energy market. This will help better understand how the Shale revolution in North America affects the world energy market and international politics related to energy issues. This paper covers two countries in the Middle East -Saudia Arabia and Qatar- in examining and analysing national strategies of traditional energy exporters in the region with respect to the shale revolution: 1) Saudi Arabia as a main oil exporter in the Middle East; 2) Qatar as a main gas exporter in the Middle East. This paper begins by analysing some important factors how the Shale revolution has affected energy exporters of the Middle East in various ways.
