레짐 복잡성과 아시아-태평양 지역 특혜무역협정 형성 패턴의 전환

Abstract

레짐 복잡성 논의는 동일 이슈영역에 대해 레짐이 과도하게 많아질 경우 불필요한 행정비용이 증가한다는 점을 강조한다. 본 연구는 레짐 복잡성 논의에 주목하여 아시아-태평양 지역에서 최근 이루어진 특혜무역협정 형성 패턴의 전환을 분석하고자 한다. 아시아-태평양 지역의 특혜무역협정은 양자 조약의 형태가 지배적이었으 2000년대 중반부터 강대국 주도의 초거대블록 특혜무역협정으로 급격히 선회하고 있다. 특혜무역협정에서 레짐 복잡성은 원산지규정의 복잡성으로 인한 거래비용의 증가를 의미한다. 본 연구는 초거대블록 특혜무역협정의 등장을 거래비용의 상승이라는 수요측면의 요인과 강대국의 개입이라는 공급측면의 요인을 통해 설명했다. 양자 특혜무역협정의 폭발적 증가로 인해 특혜무역협정이 복잡하게 얽히면서 거래비용이 상승하여 다자 특혜무역협정에 대한 수요가 발생했고, 이러한 기회를 영향력 증대의 발판으로 삼고자 하는 강대국이 개입하면서 아태지역에서 초거대블록 특혜무역협정이 출현했다는 것이다. 이른바 누들보울(Noodle Bowl)로 알려진 거래비용 상승에 대한 문제의식은 아시아-태평양 지역의 국가들 사이에서 폭넓게 공유되었으며, 이것이 특히 여러 지역포럼에서 아시아-태평양 지역을 아우르는 다자 특혜무역협정에 대한 수요를 만들어냈다. 본 연구는 위의 수요가 명확히 발생했음을 보이고, 미국과 중국이 각각 위의 수요를 발판으로 삼아 아태지역에서 자국의 전략적 이해관계를 진전시키고 있다는 점을 논할 것이다.

What explains the recent turn in the pattern of PTA(Preferential Trade Agreement) formation in Asia-Pacific? Specifically, what explains the emergence of TPP and RCEP in the Asia-Pacific region where bilateral PTAs were the dominant form of trade agreement? The thesis lays focus on regime complexity in which excessive number of regimes creates unnecessary costs. Regime complexity in PTAs is the rise of transaction costs caused by complex rules of origins. The emergence of mega-bloc PTAs in the Asia-Pacific is explained through the lens of demand and supply. The thesis proposes that the rise of transaction costs constitutes demand and intervention of powerful nations constitutes supply. Well known as Noodle Bowl effect, the rise of transaction costs can be attributed to the explosive increase of the number of bilateral PTAs in Asia-Pacific. The voice of Asia-Pacific countries for the harmonization of existing bilateral PTAs has grown significantly during the 2000s. Seeing the growing demand for mega-bloc PTAs that can harmonize the complex rules of origins of existing bilateral PTAs, the U.S. and China did not hesitate to seize the opportunity to advance their strategic interests, which gave birth to TPP and subsequently, to RCEP.
