중국 자동차산업 발전의 정치경제: 상하이폭스바겐을 통해 본 정부주도하의 외자도입과 산업발전

Abstract

이 논문은 중국에서 중앙정부의 지방 선별적 특혜정책, 지방정부의 집중적 투자, 그리고 국가주도적 외자 도입이 서로 결합하여 급속한 성장을 이루어 왔지만 이러한 성공 방식에 내재한 위기 가능성도 심화되고 있음을 중국의 대표적 합작 자동차생산 기업인 상하이폭스바겐을 통해 밝히고 있다. 상하이 출신 고위지도자들의 영향력 발휘, 수입대체산업화전략 달성을 위한 고려 등의 이유에서 중앙은 상하이자동차공사의 발전에 특혜적인 지원을 아끼지 않았다. 지방정부, 즉 상하이시 정부는 분권화에 따라 증가한 권한과 동기 부여 속에서 자기 지방 발전에 적극 나섰으며 상하이폭스바겐을 통한 자동차산업 발전은 그 중심에 있었다. 외자, 즉 독일의 폭스바겐사는 제반 발전가능성을 검토한 뒤 상하이에 투자했고 상하이폭스바겐의 성장에 큰 역할을 해 낼 수 있었다. 결국 상하이폭스바겐 사례를 통해 중국에서는 중앙의 선별적인 지방 특혜정책과 지방정부의 발전주의가 결합한 가운데 외자가 이용되고 또 견제되어 왔다는 점에서 새로운 유형의 발전전략이 전개되고 있음이 드러났다. 그러나 상하이폭스바겐의 성공의 이면에서는 전국가적 산업정책의 정당성과 집행능력 저하가 병행하면서 지방간 경쟁과 지방보호주의가 심화되는 등 위기 요인이 심화되고 있다. 이처럼 상하이폭스바겐 사례는 중앙-지방-외자간 협력과 갈등의 역학구조속에서 중국이 이루어 온 산업발전의 비결과 한계를 명료하게 보여준다.

This paper aims to show the coexistence of rapid growth and possibility of crisis of the automative industry, that are carried out by combinations of central governments preferential policy, local governments concentrated investments and the government-guided induction of foreign capital. The central government has preferentially supported the Shanghai-Volkswagen under the influence of high-level political leaders from Shanghai municipal government and under the considerations for achievement of the import-substituting industrialization. Local government, the Shanghai municipal government, made efforts for its own economic development under the increased power and incentives, and the development of automotive industry through Shanghai-Volkswagen was at the center of these efforts. Foreign capital, that is, the Volkswagen Auto Company of Germany, has invested in Shanghai and became an important part of Shanghai-Volkswagens success story. As such, it shows that the development of the latest industrializing pattern in which the foreign capital was used and checked in the collaborated efforts of the center and the local. Behind the success, however, with the declining capability of policy implementations and the prevailing power of the centers industrial policy, there is the possibility of causing crisis such as the intensifying competition between the locals and local protectionism. In conclusion, the case of Shanghai-Volkswagen plainly shows the secret and the limitation of industrial development which has been carried out by the dynamic structure formed by the center, the local, and foreign capital in reform-era China.
