에너지 안보와 동북아 협력: 하위정치 이슈에 대한 상위정치적 접근

Abstract

본 논문은 최근 논의가 활성화되어가고 있는 동북아 에너지 협력을 에너지안보와 지역협력이라는 차원에서 고찰한다. 그동안 하위정치 이슈로 분류되어 온 에너지 문제는 에너지 안보의 차원과 연계될 경우 상위 정치적 접근을 필요로 하게 된다. 동북아 지역의 에너지 문제는 중동 지역의 불안정으로 인한 국제 석유시장의 교란이라는 외부적 변수 외에도 중국의 급격한 에너지 증가가 향후 지속적으로 이루어질 것으로 예상되는 가운데 역내공급과 수급의 불균형으로 인한 내부적 변수에도 기인하고 있다. 본 논문은 동북아 에너지 안보의 요인을 여러 차원에서 고찰하고 역내 주요국의 에너지 문제에 대한 입장을 바탕으로 동북아 에너지 협력의 가능성을 모색해본다. 동북아는 에너지 안보에 있어서 지역적 인접성이 만들어내는 협력적 조건과 더불어 상호경쟁과 갈등의 요소가 동시에 수반되는 양면적 구조를 가지고 있다. 에너지 공급자가 주로 러시아로 한정된 상황에서 자원분배를 둘러싼 동북아 국가들 간의 경쟁은 증대되고 있으며, 이는 이미 파이프라인 노선 결정, 생산물분배협정(PSA)을 둘러싼 갈등 등의 형태로 나타나고 있다. 이처럼 상이한 국가간 입장을 조율할 협력의 기제로 작용할 만한 제도적 장치가 미비한 상황에서 역내 협력의 구심점 부족 및 관련국들의 추진력 부재는 장애요인으로 작용해왔다. 동북아 에너지 협력은 이러한 여러 장애요인들을 극복하는 과정에서 추진될 수 있으며 이는 단순한 경제협력의 차원을 넘어서 정치적, 외교적 접근을 필요로 한다.

This paper examines the energy security and regional cooperation dimensions of the rising energy crisis in Northeast Asia. Northeast Asia's energy crisis is not only affected by external factors such as the turbulent international petroleum market caused by instability in the Middle East, but by internal factors such as regional imbalance of supply and demand amidst the anticipated continual rapid rise of China. Energy issues have traditionally been treated as a low politics issue. Nonetheless energy cooperation in Northeast Asia requires a high politics approach, especially when this issue is combined with energy security. This paper studies several causes of Northeast Asia's energy crisis and tries to provide conditions for energy cooperation in this region. Positive and negative factors for energy cooperation coexist in Northeast Asia since neighboring countries are simultaneously partners and competitors. Having Russia as the only provider of energy resource, competition between and amongst China, Japan and Korea is becoming more severe while these countries begin to realize the importance of regional energy cooperation. Considering the underlying obstacles and problems of cooperation, high politics approach is necessary for an effective regional energy cooperation.
