독일강점기 베네룩스 3국의 대독협력과 해방 후의 부역자 숙청

Abstract

베네룩스 3국에 대한 나치 독일의 지배구조는 공식적으로 모두 직접통치 형태였지만 실상은 상당 정도로 각국의 기존 행정기구에 의존했다. 나치 독일로서는 해당국 자체의 기존 행정기구를 활용 하는 편이 완전한 직접통치에 비해 비용 면에서나 효율성 면에서나 훨씬 유리하고 주민들의 저항을 최소화할 수 있다는 점에서도 적절한 것이었다. 점령정책의 추이는 세 나라 모두 비교적 온건하고 관대한 통치방식에서 강압적이고 노골적인 지배형태로 바뀌는 양상을 보였다. 이러한 추이에 따라 점령당국은 점점 더 해당국의 친나치-파시스트 세력의 협력에 의존하면서 이들의 힘을 강화시켜 주었는데 이러한 추세에도 불구하고 나치 독일은 이들에게 일정 정도 이상의 권력을 주지는 않았다. 점령당국은 이들보다는 기존 정치세력과 경제 엘리트들에게 의존하는 편이 훨씬 더 안전하고 효율적이라고 판단했던 것이다. 이는 곧, 친나치-파시스트 세력의 이데올로기적, 정치적, 군사적 협력이 가장 눈에 띄는 협력이기는 했지만 나치 독일의 지배와 수탈을 순탄하게 유지시키는 데 가장 큰 기여를 한 것은 결국 그러한 세력이 아니라 기존의 정치-경제세력이었음을 의미한다. 한편, 세 나라 모두 해방 후에 대독협력자들에 대한 처벌과 숙청이 진행되었는데 인근 프랑스와 달리 대규모의 약식처형 현상은 벌어지지 않았지만 대독협력자에 대한 사법적 처벌 면에서는 이 나 라들이, 강도 높은 숙청 사례로 유명한 프랑스보다도 더 철저하고 엄격했다. 대독협력자 숙청이 언제 나 공정하게 이루어지지는 않았지만 숙청 과정에서 나타난 몇몇 문제점들에도 불구하고 한 차례의 큰 사법처리 물결과 사회 각 부문에서의 자체 숙청 물결을 통해 수치스러운 과거사에 대한 청산 작 업이 어느 정도 이루어졌다고 봐야 할 것이다.

The Nazi rule over the Benelux countries was formally 'direct', but actually it depended on their local administrations to a considerable extent. It was more advantageous in cost and efficiency for Nazi Germany to make use of them than to cling to direct rule. The Nazi occupation policy in these three countries changed its disposition over time from moderate and generous to oppressive and coercive one. As a result, German authorities attempted to strengthen pro-Nazi or fascist movements and their leaders in these countries. Nevertheless, they did not give greater power to these forces, because they thought it much more efficient to depend on the existing politico-economic elite than the fascists. Therefore, though the ideological, political and military collaboration of the latter was most noticeable, it was the existing elite that contributed most to maintaining the Nazi rule and its plunder of the countries. In all these countries, after the liberation, the collaborators were purged in many ways. Though there were no mass summary executions unlike in France, judicial purges in the Benelux countries were more thorough and severe than in France. Even though their purges were not always impartial, they were quite conducive to the cause of justice by impelling waves of judicial purge and self-purges in most of the significant social sections.
