프랑스의 매력적 권력: 행위소의 개념을 중심으로

Abstract

이 연구는 프랑스가 국제적으로 가지는 문화와 예술의 중심으로서의 매력과 세계정치에서의 외교력을 설명하려는 시도이다. 매력과 외교력에 관련한 기존의 소프트파워 논의는 프랑스의 사례를 설명하는데 명백한 한계를 드러냈고, 따라서 이 연구에서는 행위소라는 개념을 통해 프랑스의 특수한 권력 분석에 접근해야 한다고 주장한다. 이 논문에서는 프랑스의 매력과 권력을 대변하는 영역으로서 예술과 포도주, 그리고 학문의 분야를 시론적으로 검토하면서 현재의 정책이나 제도, 사회적 실천이 현실을 설명하는데 기여하는 부분이 분명히 존재하지만, 그에 못지 않게 과거의 정책과 제도와 실천이 행위소의 형식으로 물질이나 물리적 기반에 담겨 현재까지 영향력을 행사하고 있다는 주장을 제시하였다. 프랑스의 매력적 권력은 결국 다른 국가에서 쉽게 추구할 수 있는 정책, 제도, 실천적 차원이라기 보다는 구조적, 장기적, 강제적 차원을 포괄하고 있다는 의미이다.

This article is an attempt to explain the international attractive power of France as a cultural and artistic centre as well as her diplomatic power on world politics. The current debate on soft power, meaning the attractive power of a nation and its reflection in terms of diplomatic power, has demonstrated clear limits. This study points to the concept of actant in the analysis of this kind of specific French power. In examining tentatively the three cases of arts, wine and science, as the representative areas where France shines with her attractive power, I put forward the role of policies, institutions and social practices. Nevertheless, I propose to remark the determinant role of material and physical actants which are produced from past policies, institutions and practices, and which continue to influence and shape present power. I conclude by insisting upon the fact that other countries can hardly

follow the French case by adopting specific policies, institutions and/or social practices because the attractive power of France possesses long term structural and coercive dimensions.
