한국군 베트남 파병결정과 국회의 역할

Abstract

본 논문은 1960년대 한국군의 베트남 파병과 관련한 국내적 논의를 전투부대 파병동의안을 둘러싼 국회에서의 심의 및 결정 과정을 중심으로 검토한다. 베트남 파병은 사회적 합의와는 크게 관계없이 이루어졌다. 야당은 파병과 관련하여 종종 정략적 입장으로 각색된 국가이익을 추구했다. 일부 강경파는 선명야당의 기치 아래 파병을 강력히 반대했다. 여기에는 박정희 정권에 대한 극심한 불신이 반영되어 있었으며, 부분적으로는 분열된 야권 내부의 주도권 경쟁도 원인으로 작용하였다. 한편 정부와 여당은 처음에는 주한미군의 철수를 막겠다는 동기에서, 그리고 미국의 파병요청이 반복됨에 따라 이후 점차적으로 군사적 경제적 실리를 확보하겠다는 계산 하에 파병을 밀어붙이듯 추진했다. 이 과정에서 야당과의 대화나 사회 각계 의견수렴을 통해 대규모 해외파병이라는 중대한 정책에 대한 사회적 합의기반을 형성해가려는 노력은 기울여지지 않았다.

This article examines domestic political discussions about the deployment of South Korean armed forces to Vietnam during the 1960s, focusing especially on the role of the National Assembly. A series of deployment were decided and carried out, without significant efforts to build social consensus. The oppositions pursued national interest which was often defined according to their own political interests. Some hardliners, in particular, strongly opposed the deployment under the banner of clear-cut opposition. This attitude reflected deep-seated suspicions about the Park Chung Hee government. The rivalry among the opposition groups vying for a superior position also constituted another reason. The government and the ruling party, on the other hand, pushed ahead with the plan to send troops to Vietnam. Their original motive was to prevent withdrawal of US forces from Korea. As the Johnson administration repeated the request for more Korean troops, however, the Korean government began to try to reap more practical benefits of deployment including both military and economic benefits. In this process, however, the government made little effort to build social consensus through dialogues with the opposition and various social groups.
