- Abstract
This article analyzes the response of the United States to political crises in South Korea during the Cold War. In the case of the April 3 incident in 1948 and the May democratic movement in 1980, Washington did not oppose Seoul's violent suppression of protesters. By contrast, in the April 19 revolution, Washington not only criticized Seoul for its crackdown but also urged it to step down. This article suggests that the increasing rivalry between the United States and the Soviet Union led Washington to approve Seoul's suppression of the April 3 incident and the May democratic movement. By contrast, Washington's critical response to the April 19 revolution resulted from the U.S.-Soviet peaceful coexistence since the later 1950s.
