우리는 기회가 균등한 사회에 살고 있는가?

Abstract

사회 구성원 모두에게 부나 권력을 얻기 위한 경쟁에서 공정한 기회가 주어지느냐의 기회균등 문제는 우리 사회가 직면하고 있는 가장 엄중한 화두라고 할 수 있다. 본 연구는 첫째, Rawls의 정의에 관한 이론과 Sen과 Nussbaum의 역량에 대한 논의를 중심으로 기회균등 개념 이론화를 시도하여 구체적인 8개 영역(건강, 안전, 교육, 관계, 환경, 여가, 정치, 경제)을 도출하였다. 둘째, 노동패널 자료와 D-index를 활용하여 경제 영역과 타 영역의 연관성을 고려한 실증적 기회균등 평가를 실시하였다. 본 연구의 이러한 시도는 사회문제를 정확히 진단하고 정책적 처방을 통해 이를 해결하는 행정학의 임상성을 고려할 때 중요한 의미를 가진다. 분석 결과, 대학진학 여부와 영어구사능력을 기준으로 살펴본 교육 분야의 기회불평등 문제가 가장 심각한 것으로 드러났다. 또한 여가와 정치 영역의 기회균등도 다른 분야에 비해 상대적으로 열악한 것으로 나타났다. 소득에 따라 심한 격차를 보이는 여가 부족의 문제는 노동시장의 구조적 문제와 함께 고민되어야 할 것이다.

Equal opportunity for wealth and power is one of the gravest issues of social justice. This study posits eight critical areas of equal opportunity (health, safety, education, relations, environment, leisure, politics, and the economy) drawing upon Sens capability approach. In addition, this study examines the structural relations between the economy and the other seven areas of equal opportunity utilizing Korean Labor and Income Panel Study (KLIPS) data. The results indicate that the inequality of opportunity in income is significantly associated with inequalities in the other areas. In particular, education seems to play a particularly important role in deepening structural inequality in Korea.
