유럽 사회적경제의 보편성과 특수성, 그리고 혼종성

Abstract

사회적경제란 사회서비스를 전달하는 공적영역이나 사적영역을 통틀어 전통적 기제에 전적으로 의존하는 경우 풀기 어려운 사회적 문제를 해결하려는 목적으로 등장한 제3의 영역을 가리킨다. 그리고 그 구성원은 자율적으로 필요한 물품과 서비스를 생산하고 소비할 뿐 아니라 민주적 의사결정에 의거해 사회적경제를 운용한다. 그 결과 사회적경제는 보편적으로 경제적 측면과 사회적 측면을 동시에 소지하기 때문에, 이윤 추구와 더불어 호혜성과 민주성 원칙을 강조한다. 동시에 개별 국가의 사회적경제는 필요에 따라 사적 영역과 공적 영역을 다양한 방식으로 혼합해 제3의 영역을 구현한다. 이에 본 논문에서는 국가별 보편성과 특수성이 다양한 배율로 구현되는 방식을 도형화하려는 시도를 하고자 한다. 그리고 유럽 사회적경제의 발전 경로를 평가하고 나아가 개별국가와 유형별로 비교하는 데 있어서 다양한 배율로 사업체와 결사체 간 평형점을 모색하는 혼종성에 초점을 맞추고자 한다. 이 결과를 토대로 국가/정부와 시장을 매개하는 대안으로서 사회적경제가 한국 사례에 함축하는 의미 또는 그 한계를 도출하고자 한다.

Although social economy universally embraces principles of reciprocity and democracy, individual country formulates its respective social economy by integrating private and pubic sectors into a unique third sector, which often accompanies a distinct hybridization. This complexity leads to an even more complicated task in defining social economy even in Europe, its birth place. Indeed, a continuous debate over a third sector, in particular, and social economy, in general, is often found in many European front-runners. Social economy in Korea is in its incipient phase in which private and public sectors had not even fully matured but a third sector was simultaneously incubated only to undergo a compressed growth. In this paper, I purport to conceptualize social economy, first, by capturing diverse paths of evolution in diagrams, and then by comparing across different groups of European Union states. In so doing, I intend to explore under what conditions social economy may mediate between private and public sectors to encompass societal needs in Korea.
