서울대학교의 오픈 액세스 정책 수립에 대한 연구

Abstract

서울대학교 중앙도서관이 학술저널 구독을 위해 지불하는 비용은 매년 빠른 속도로 증가하여 지난 15년간 10배로 상승하였고 2015년의 구독료는 89억 6천만원에 이른다. 뿐만 아니라 오픈 액세스 저널에 출판하는 논문 수도 증가하면서 연구처에서 지원하는 투고료도 빠르게 증가하여 2015년에는 13.7억원을 지불하였다. 학술논문의 구독료와 투고료는 앞으로도 계속 증가할 것으로 예상된다. 학술 환경의 변화로 받아들이기에는 너무 심각하여 이에 대한 적극적인 대책 마련이 필요하다. 서울대학교는 우리나라 오픈 액세스를 선도하고 있다고 판단할 수 있지만, 서울대학교의 오픈 액세스 활동은 선진 외국의 주요 대학에 비할 때 매우 부족하다. 오픈 액세스 선언이나 정책 개발, 대외 활동 및 홍보 측면에서 서울대학교의 활동은 미미하다. 특히 변화하는 환경에서 구독료와 투고료 증가에 대한 대책이 마련되고 있지 않다. 서울대학교의 오픈액세스 정책수립에 대한 연구를 위해 서울대학교 교수 31명, 대학원생 194명, 학생 166명 등 총 395명이 설문조사에 참여했다. 본 연구에서는 서울대학교가 앞으로 추진해야 하는 오픈 액세스 확산/활성화를 위한 노력을 정리하였다.

There was a ten times growth of the annual subscription cost for scholarly journals by Seoul National University(SNU) Library during recent 13 years and the cost for 2015 was 8,960million KRW. The sum of article processing charges for articles authored by researchers of the same university, paid by the office for Research Affairs of SNU, was 1,370 million KRW in 2015. The growth and actual amount of the cost of scholarly publication (the sum of subscription costs by the library and submission fees by authors) are important concerns on the budget of the universities and open access (OA) is now considered as a practical solution for these issues. SNU is a leading university on OA movement in Korea. SNU, in contrast, did not make any further public announcement or campaign on OA policy and contribution on the governmental policy on OA is not yet recognized, which are negative aspects of SNU on their contribution on OA compared to active campaigns by other universities in Western countries such as Harvard University, UUK (Universities United Kingdom), VSNU (Association of universities in the Netherlands) and Max Planck Gesellschaft. On-line survey on OA was performed against a total of 395 including the faculty, graduate students and undergraduate students. From these data we propose six practical actions.
