조선 초기 提調制의 시행과정

Abstract

1. 본 연구는 조선 초기 제조제의 형성과 정비 과정에 대한 연구이다. 조선에서는 태조대부터 제조제를 시행하였다. 태조대의 제조제는 행정기구를 보조하는 기능을 수행하였다. 2. 태종대부터 제조제가 확대되었다. 고위 관원의 수가 확대되면서 이들을 임명할 수 있는 관직이 필요하였고, 이를 위해서 하위 관직에 제조제를 설치하였다. 제조가 배치되는 자리는 178개였는데, 제조의 수는 당시 대신의 지위에 있는 모든 인원을 포괄할 수 있는 숫자로 추측된다. 3. 제조제가 정비되면서 제조들의 지위도 변화하였다. 제조는 인사권을 장악하면서 부서를 완전히 장악할 수 있었다. 또한 제조는 대신의 지위에 있었으므로 부서의 정책을 왕에게 바로 올릴 수 있는 제조직계제를 확보하면서 영향력을 확대할 수 있었다. 4. 제조직계제가 시행되면서 의정부-육조-속아문 체제와는 별도의 제조-속아문 체제를 형성하였다. 결국 조선의 주요 행정 사안은 의정부, 육조의 대신과 제조의 합의에 의해서 이루어질 수밖에 없었다. 즉, 대신들이 합의에 의한 결정이 당시 국정운영의 기본방식이었다. 대신은 조선의 최상위 신분이었으므로 이들의 합의에 의해서 국정을 결정하는 것은 오히려 당연한 것이었다.

1. This study is the study of the formation and maintenance process of Jejo-system in the early Joseon Dynasty. Jejo-system was performed from the King Taejo. Jejo positions could take complete control of the department through patronage. Also Jejo could reported the department's policy to the king directly, on the status of minister. Therefore it could be expanded Jejo influence. 4. For Jejo could reported the department's policy to the king directly, so the system of Jejo-Department was made. Josen's major policies was done by the settlement of the ministers of Ukjo and Uijeongbu and Jeju. Minister was the highest status of a national shipbuilding, the decision of policies by these agreements was rather obvious.
