미중 간의 신 해양패권 경쟁: 해상교통로를 둘러싼 '점-선-면' 경쟁을 중심으로

Abstract

동아시아 해양안보 이슈는 역내국가들 간의 영유권 분쟁이나 경계획정을 둘러싼 갈등을 넘어 미중 간 패권경쟁이라는 글로벌 이슈로 진화하고 있다. 미중 간의 해양패권 경쟁은 냉전 당시 태평양과 인도양 제해권을 두고 미소양 진영이 치렀던 전통적 해양 군비경쟁과는 다른 양상으로 전개되고 있다. 2000년대 들어 급속히 전개되고 있는 신 해양 패권경쟁은 과거의 단속적 상태에서 벗어나 상시적이고 거시적인 안보 문제로 창발하고 있다. 미중 간신 해양패권 경쟁을 정점으로 하는 동아시아 해양안보 이슈의 임계점은 2015년 여름부터 붉어진 중국의 남중국해 도서의 인공섬 및 군사기지화 정책이다. 이는 미중양측이 군사적 충돌 가능성까지 불사하며 무력시위를 계속하는 데에서 잘 드러난다. 본 논문은 점-선-면 전략의 관점에서 해상교통로를 둘러싼 미중 간의 신 해양패권 경쟁의 전개과정을 분석하고 규범적 및 지정학적 시사점을 도출한다.

Departing from a purely regional concern, East Asian maritime security has evolved into a global issue as the hegemonic competition between the United States and China for the control over maritime space has intensified. The emerging Sino-U.S. rivalry at sea is essentially different from the one between the United States and the Soviet Union in the Pacific Ocean during the Cold War period. Unlike the Soviet strategy, Chinas new maritime strategy has expanded beyond scattered choke points in the East and South China Seas. Chinas ambition is best illustrated by its controversial construction of artificial islands and military facilities in the South China Sea. Against this backdrop, this study analyzes the competing strategies of the United States and China for points, lines, and planes in the South and East China Seas. It also draws normative and geopolitical implications of the emerging hegemonic competition for South Koreas naval strategy.
