공무원의 직무요인이 가족친화적 근무제도 활용만족도에 미치는 영향

Abstract

최근 대한민국의 합계출산율이 1명 이하로 떨어지면서 저출산 추세에 대한 대응의 필요성이 높아지고 있다. 이러한 저출산 대응 정책 중 가족친화적 근무제도는 맞벌이 부부가 늘고 있는 상황에서 가장 핵심적인 대책 중 하나로 볼 수 있다. 본 논문은 가족친화적 근무제도의 활용에 영향을 미치는 요인으로서 직무요인을 분석함으로써 가족친화적 근무제도 활용을 확대하기 위한 시사점을 찾고자 한다. 특히 공무원을 대상으로 분석하여 먼저 공직사회에 가족친화적 근무제도 활용을 확산시키고 이를 민간기업에도 확대 적용하기 위한 시사점을 찾고자 한다. 이에 따라 연구문제를 공무원의 직무요인이 가족친화적 근무제도 활용만족도에 미치는 영향으로 설정하고, 직무요인의 변화를 통하여 가족친화적 근무제도 활용을 향상시키고자 한다. 직무요인이 근로자의 심리상태에 영향을 미치며, 이로 인하여 행동의 변화를 야기한다는 Karasek(1979)의 직무요구-통제모형(JD-C) 및 이를 확장시킨 Demerouti et al.(2001)의 직무요구-자원모형(JD-R)을 바탕으로, 직무요구로서 직무과부하, 직무통제로서 업무자율성과 업무전문성, 직무자원으로서 사회적 지원과 능력 발전 기회를 독립변수로 설정하여 가족친화적 근무제도 활용 만족도에 미치는 영향을 분석하였다. 2018년 한국행정연구원에서 실시한 「공직생활실태조사」 자료를 이용하여 중앙정부 공무원 2000명, 광역자치단체 공무원 2000명 중 만20세 미만 자녀가 있으며, 육아휴직제도·직장 내 보육시설·유연근무제의 세 가지 가족친화적 근무제도를 모두 활용해본 경험이 있는 공무원 275명을 추출하여 분석하였다. 분석결과, 직무통제로서 업무자율성과 업무전문성, 직무자원으로서 사회적 지원과 능력 발전 기회는 가족친화적 근무제도 활용만족도에 정(+)의 영향을 미치는 것으로 분석되었다. 직무요구로서 직무과부하는 모형의 예측과 달리, 가족친화적 근무제도 활용만족도에 유의한 영향을 미치지 못하는 것으로 나타났다. 직무통제와 직무자원의 경우 모형에서 예측한 바와 같이, 공무원의 내재적 동기를 증가시켜 일-가정 갈등을 경험하고 있는 유자녀 공무원으로 하여금 가족친화적 근무제도 활용을 촉진하는 역할을 하고 있는 것으로 나타났다. 이러한 연구결과에 비추어 볼 때 가족친화적 근무제도 활용을 촉진하기위해서는 개별적 제도에 초점을 맞춘 시각에서 벗어나 직무요인 전반을 포괄하는 종합적 시각에서의 접근이 필요함을 알 수 있다. 또한, 인적요인 등에 비해 상대적으로 변화가능성이 높은 직무요인을 변화시켜 가족친화적 근무제도 활용을 촉진할 수 있음을 알 수 있다. 이와 관련하여 직무통제 관점에서는 실무적으로 결재 간소화를 통한 업무자율성 제고 및 인센티브 제공을 활용한 업무전문성 향상 등의 방안이 제시될 수 있다. 그리고 직무자원에 대하여 가족친화적 문화 형성을 통한 사회적 지원 확대 및 보다 많은 능력 발전 기회 제공 방안 등이 제시될 수 있다.

The total fertility rate of Korea is now less than 1 and the need to increase the total fertility rate is growing. Family-friendly policy is one of the most important policies to tackle the low birthrate issue. This study used 2018 Public Employee Perception Survey data published by KIPA to analyze the impact of job characteristics on public employees' user satisfaction of family-friendly policy. This study selected 275 employees from the data who have one or more children aged under 20 years and used three kinds of family-friendly policy which are parental leave, on-site child care center, and flexible work arrangement. By analyzing the impact of job characteristics, this study provides suggestions for facilitating the use of family-friendly policy. This study is based on Job Demand-Control model of Karasek(1979) and Job Demand-Resource model of Demerouti et al.(2001). These studies suggest that job characteristics affect employee's psychology and then create change of employee's behavior. The dependent variable is user satisfaction of family-friendly policy and the independent variables are job overload, job autonomy, job expertise, social support, and career development opportunity. The results of multiple regression analysis showed that job autonomy, job expertise, social support, and career development opportunity had positive impact on user satisfaction of family-friendly policy. However, job overload was not significantly related to user satisfaction of family-friendly policy. Therefore, to facilitate the use of family-friendly policy, government should promote job analysis to understand job characteristics. Also, government needs to enhance job expertise by giving more incentives to public employees. It will also be helpful for government to create family-friendly environment to boost social support. Lastly, government should provide more career development opportunities to facilitate use of family-friendly policy.
