고속도로 개통이 지역 환경에 미치는 영향 연구

Abstract

본 연구는 고속도로 개통이 지역 사회 환경변화에 미치는 영향에 대하여 실증적으로 분석하는데 목적이 있다. 2001년부터 2019년까지 전라북도와 전라남도의 36개 지방자치단체를 연구대상으로 하였으며 분석을 위해 공공 인프라 지표와 지역 경제 지표를 계량화하였다. 독립변수로는 고속도로 개통여부를 설정하였고, 종속변수로는 공공 인프라 지표로 노인여가복지시설 수, 건강보험 지원건수를 지역 경제 지표로 관광업/제조업 사업체 수, 청년층/외국인 수, 1인당 실질 지방세를 변수로 설정하였다. 통제변수는 종속변수에 영향을 줄 수 있는 KTX/SRT 개통여부, 총인구 수, 노년층 인구 수를 변수로 설정하였다. 다중회귀분석 결과 고속도로 개통은 공공 인프라인 노인여가복지시설 수와 건강보험 지원건수에 유의미한 영향을 미쳤으며, 지역경제 변화 측면에서는 제조업 사업체와 청년층 수, 1인당 실질 지방세에 유의미한 영향을 미쳤다. 다만, 외국인의 유입·유출과 여행업 관련 관광업 사업체에는 고속도로 개통이 유의미한 영향을 미치지 못하는 것으로 드러났다. 본 연구를 통해 고속도로 인프라 구축은 지방 도시의 지역 경제를 성장시키는 양적 효과와 복지·의료서비스 확충 등의 질적 효과를 확인할 수 있었다.

The purpose of this study is to empirically analyze the impact of highway opening on changes in the local community environment. From 2001 to 2019, 36 local governments in Jeollabuk-do and Jeollanam-do were studied, and public infrastructure indicators and regional economic indicators were quantified for analysis. As an independent variable, whether to open a highway or not was set. As dependent variables, the number of leisure welfare facilities for the elderly and the number of health insurance support were set as variables as local economic indicators, the number of tourism/manufacturing businesses, the number of young people/foreigners, and real local taxes per person. As for the control variable, whether KTX/SRT was opened, the total number of population, and the number of elderly population, which can affect the dependent variable, were set as variables. As a result of multiple regression analysis, the opening of highways had a significant impact on the number of elderly leisure welfare facilities and health insurance support, and in terms of regional economic changes, the number of manufacturing businesses, young people, and real local taxes per person. However, it was found that the opening of highways did not have a significant impact on the inflow and outflow of foreigners and tourism businesses related to the travel industry. Through this study, the construction of highway infrastructure was able to confirm the quantitative effect of growing the local economy of local cities and the qualitative effects of expanding welfare and medical services.
