절차적 공정성 인식과 효과성 인식이 주요 시책 지지에 미치는 영향

Abstract

본 연구는 정부가 중점적으로 시행하고 있는 주요 시책들이 원래 의도한 목표를 성공적으로 달성하기 위해서 시민들의 정책 지지를 이끌어내는 요인에 관하여 분석한다. 정당성을 구성하는 효과성 인식, 절차적 공정성 인식, 경찰신뢰에 대한 이론적 논의를 통해 연구모형을 설정하여 경찰 수사권 독립 지지와 자치경찰제도 지지에 어떻게 영향을 미치는지 검증하는 것을 목적으로 한다. 이러한 목적을 달성하기 위해 일반 시민 1,621명을 대상으로 효과성 인식, 절차적 공정성 인식과 경찰 수사권 독립, 자치경찰제도 지지 간 관계에서 경찰신뢰의 매개효과를 검증하기 위해 다중회귀분석을 활용한 경로분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 효과성 인식은 경찰 수사권 독립 지지와 자치경찰제도 지지 모두 경찰신뢰를 완전 매개하여 통계적으로 유의미하게 양(+)의 영향을 미치는 것으로 드러났다. 둘째, 절차적 공정성 인식은 경찰 수사권 독립 지지에 경찰신뢰를 부분 매개하여 통계적으로 유의미한 영향을 양(+)의 미치는 것으로 확인되었고, 자치경찰제도 지지에는 경찰신뢰를 완전 매개하여 통계적으로 유의미한 양(+)의 영향을 미치는 것으로 확인되었다. 이상의 연구결과를 통해 얻은 이론적·정책적 시사점은 다음과 같다. 첫째, 이해타산적 차원의 효과성 인식뿐만 아니라 규범적 차원의 절차적 공정성 인식 역시 주요 정책지지에 긍정적인 영향을 미친다는 것이다. 둘째, 서구권 국가들을 중심으로 검증되어 온 절차적 정당성 이론이 국내 맥락에서도 외적 타당성을 확보할 수 있다는 점이다. 셋째, 경찰을 비롯한 정부 활동에 있어 주요 시책 추진에 대한 방향성과 이론적 근거를 제안할 수 있다는 점에서 전략적 함의를 제공한다.

This study analyzes the factors that lead to citizens' policy support in order to successfully achieve the original goals of major policies implemented by the government. It aims to establish a research model through theoretical discussions on effectiveness, procedural fairness, and police trust that constitute legitimacy to verify how it affects support for independence of police investigation rights and support of the autonomous police system. To achieve this goal, a path analysis was conducted using multiple regression analysis to verify the mediating effect of police trust in the relationship between effectiveness recognition, procedural fairness recognition, the independence of police investigative rights, and the support of the municipal police system. The results of the study are as follows. First, the perception of effectiveness was found to have a statistically significant positive(+) effect by completely mediating police trust in both support for independence of police investigative rights and support for the municipal police system. Second, it was confirmed that procedural fairness recognition has a statistically significant positive(+) effect on support for independence of police investigative rights by partially mediating police trust, and it has a statistically significant positive(+) effect on support for the municipal police system. The theoretical and policy implications obtained from the above research results are as follows. First, not only the perception of effectiveness at the instrumental motives but also the perception of procedural fairness at the normative motives have a positive effect on major policy support. Second, the procedural justification theory, which has been verified mainly in Western countries, can secure external validity in the domestic context. Third, it provides strategic implications in that it can propose a direction and theoretical basis for the promotion of major policies in government activities, including the police.
