Abstract
전지구화와 구조조정 그리고 민주주의 사이의 복합적 관계는 자본주의와 민주주

의 사이의 관계에 대한 고전적 문제제기로부터 출발할 수 있다. 전지구화가 오늘의

자본주의를 특징짓는 성격이라면 구조조정은 그것을 작동케하는 주된 기제로서 기존

의 생산관계와 지배양식의 변화를 통해 민주주의의 성쇠에 심대한 영향을 미친다.

한국 민주주의의 성패 역시 정치문화, 사회구조와 같은 내생적 변수뿐만 아니라 전

지구화와 구조조정이라는 외생적 변수가 연관되어 있다. 지구화된 자본주의안에서

한국이 앞으로 생존, 번영하기 위해서는 구조조정은 피할 수 없는 과정이다. 따라서

이 연구는 한국사회의 구조변화에 엄청난 충격을 주고 있는 외생적 변수의 영향력을

우선 판별해 냄으로써 그것이 민주주의의 전개에 갖는 의미를 알아보고자 한다.

Korea has undergone globalization and restructuring over the last decade that have no

small impacts on political transformation. Although a classic conflict between democracy

and capitalism is much debated in the existing literature, no systematic attempt has been

made to link democracy with globalization and restructuring take together. The present

paper attempts to fill this theoretical and empirical gap by investigating, with a case study

of Korea, the understudied relationship among globalization, restructuring and

democracy. It is argued in the paper that i) the Kim Young Sam regimes segyehwa drive

and the subsequent Kim Dae Jung regimes neoliberal structural adjustment have brought

in social realignment and political change, and ii) democracy has ceased to consolidate in

the process of increasing ideological, regional and class conflicts. The Kim Dae Jung

regime has sought to establish an alliance with a strategic segment of political society and

civil society while to exclude the majority of the social and political actors. This dual

strategy of inclusion combined with exclusion has resulted in emerging double

democracy. From a comparative perspective, Korea has succeeded in avoiding falling in

exclusionary democracyor organic crisis, as experienced by most of Latin American countries. Confronting with growing sociopolitical tensions, however, Korea needs to find

out institutional mechanism to manage such conflicts.
