근로시간 단축이 일-생활 균형과 직무스트레스에 미치는 영향 : The Effects of Reduced working hours on Work-Life Balance and Job-Stress

Abstract
2018년 7월 1일부터 주당 근로시간 52시간이 시행되었다. 우리나라는 근로기준법 개정을 통해 주 최대근로시간을 68시간에서 52시간으로 줄이고, 토·일요일은 법정근로시간에서 제외 시켰다. 이 과정에서 기업과 근로자들은 도입초기 인력보강, 초과근무수당 등 적지 않은 혼란을 경험하게 되었다. 본 연구는 주당 근로시간 52시간이라는 근로기준법 개정에 따른 근로자의 일-생활 균형과 직무스트레스에 미치는 영향을 근로시간 감소의 정도에 따라 살펴보고, 그 과정에서 근속연수, 직급, 결혼여부, 나이, 성별이 조절효과를 보이는지 알아보기 위해 시작되었다.
연구자료는 한국남부발전(주)를 비롯한 발전회사 7곳의 본사 및 사업소 직원들을 대상으로 온라인 설문조사와 대면 설문조사를 병행하는 방식으로 수집하였다. 설문에 응답한 총 328명의 설문결과를 토대로 SAS 9.4를 활용하여 요인분석, 빈도분석, 신뢰도 분석, 상관분석 및 위계적 회귀분석을 실시하였으며, 연구 결과는 다음과 같다.
첫째, 독립변수인 근로시간 단축의 정도가 클수록 일-생활 균형에 유의미한 영향을 미치는 것으로 나타났으며, 근로시간 단축의 정도가 클수록 직무스트레스의 하위 요인인 직무요구를 제외한 직장문화에 유의미한 영향을 미치는 것으로 나타났다.
둘째, 조절변수인 근속연수, 직급, 결혼여부, 나이, 성별 모두 근로시간 단축 정도와 일-생활 균형 및 직무스트레스 간 관계에서 조절효과를 보이지 않았다. 다만, 직급이 근로시간 단축의 정도와 직무스트레스의 하위 요인인 직장문화 간 조절효과가 약하게 있는 것으로 나타났다.
본 연구는 근로시간 단축이라는 주제를 거시적 관점이나 선진국과의 사례비교 연구 차원에서 보지 않고 근로자의 근무시간 단축 정도의 주관적인 체감도에 초점을 맞춰 연구를 시도했다는 점에서 의의가 있다. 연구결과를 토대로 근로자의 일-생활 균형과 직무스트레스의 완화를 위해서는 기업 내 실 근로시간 단축을 위한 정책들이 병행되어야 할 필요가 있다. 또한, 기업과 근로자는 정부의 정책의도와 시대의 변화를 인식하여 효과적인 근로시간 단축문화를 정착시키기 위해 소통하고 공감하며 노력하고, 일-생활 균형 및 직무스트레스 완화를 위한 지속적인 노력을 기울어야 할 필요가 있다.
From 1 July 2018, 52 working hours per week was implemented. Through the revision of the Labor Standards Act, Korea reduced the maximum weekly working hours from 68 hours to 52 hours, and excluded Saturdays and Sundays from legal working hours. In the process, companies and workers experienced considerable confusion such as reinforcement of manpower and overtime pay in the early stages of introduction. This study began to examine the impact of the revision of the Labor Standards Act, "52 Hours per Week," on the work-life balance and job stress of workers according to the degree of reduction in working hours, and to see if their service life, rank, marriage, age, and gender have regulatory effects.
The research data was collected by conducting both online and face-to-face surveys on employees of seven headquarters and sites of Korea Southern Power Co., Ltd. and other power generation companies. Based on the survey results of a total of 328 people who responded to the survey, SAS 9.4 was utilized to perform factor analysis, frequency analysis, reliability analysis, correlation analysis, and hierarchical regression, and the results of the study were as follows.
First, if the greater Degree of reduction of working hours as an independent variable, the significant impact on work-life balance. And if the greater degree of reduction of working hours, the significant impact on workplace culture excluding job request.
Second, the duration of service, position, marriage status, age and gender as an adjustment variables, all showed no adjustment effect in the relationship between the degree of reduction of working hours and work-life balance and job stress. However, the degree of reduction of working hours has been shown that the weak impact on workplace cultures which are sub-factors of job stress.
This study is meaningful in that it attempted to focus on the subjective feeling of reducing workers' working hours without looking at the topic of reducing working hours from a macro perspective or a case comparison study with developed countries. Based on the research results, policies to reduce actual working hours in companies need to be combined to balance workers' work-life and ease job stress. In addition, companies and workers need to communicate, empathize and strive to establish an effective working-hour culture by recognizing the government's policy intentions and changes in the times, and make continuous efforts to balance work-life and relieve job stress.
