대만 프로야구 선수의 경력 개발 지원 및 은퇴 후 지원 정책에 관한 연구

Abstract

본 연구의 목적은 국제 엘리트스포츠 성공요인 정책 분석 모형인 SPLISS의 요소들을 기반으로 대만 프로야구 선수의 경력 개발 지원 및 은퇴 후 지원 정책의 사례분석을 통해 스포츠참여자들(대만 프로 야구관계자들)이 대만 프로야구 정책을 어떻게 인식하고 있는지를 파악하고, 나아가 현재 대만 프로야구 정책의 발전을 위한 정책적 시사점을 제시하고자 한다. 이를 위한 연구 문제는 1) 스포츠참여자들이 대만 프로야구 선수의 경력 개발 지원 정책에 대해 어떻게 인식하고 있는가? 2)스포츠참여자들이 대만 프로야구 선수의 경력 개발 지원 정책의 문제점에 대해 어떻게 인식하고 있는가? 3)스포츠참여자들이 대만 프로야구 선수의 은퇴 후 지원 정책에 대해 어떻게 인식하고 있는가? 4)스포츠참여자들이 대만 프로야구 선수의 은퇴 후 지원 정책의 문제점에 대해 어떻게 인식하고 있는가? 로 설정하였다. 이러한 연구목적을 위해서 질적 사례연구 방법으로 연구를 수행하였다. 자료 수집은 심층 면담, 해외 선행연구와 행정원교육부체육청, 국가발전위원회 등 다각적인 문헌 수집을 통해 이루어졌으며. 유목적적 표본추출의 방법으로 연구 참여자 선수 6명, 관계자 4명을 선정하였다. 자료 분석은 전사, 반복된 숙독, 유의미한 정보의 선정, 주제 범주화 등의 귀납적 분석 과정을 거쳐 결과를 도출하였다. 연구의 진실성을 위해 삼각 검증, 연구 참여자 확인, 동료간 검토의 과정을 거쳤다. 이상의 연구 과정으로 획득한 결과를 활용하여 결론은 다음과 같다. 첫째, 대만 프로야구 선수들은 재정적 불안과 두려움이 많기 때문에 선수 경력 개발 지원에 대한 부정적인 인식을 갖게 되었다. 선수들의 재정적 불안으로 인해 승부조작이 빈번하게 일어났고 있는데, 이러한 악순환을 끊어 내기 위해 프로 야구 선수들이 지속적인 삶을 유지할 수 있도록 하는 재정적 지원과 정책이 필요하다. 둘째, 야구는 대만의 대표 스포츠임에도 불구하고 양호한 상태를 유지하는 야구장이 부족한 상황이었다. 대부분의 연구참여자들은 현재 본인이 훈련하는 야구장이 양호하지 않아 쉽게 부상을 당하게 되고, 훈련할 야구장이 부족하여 본인의 기량이 저하되고 있다고 인식하고 있었다. 따라서 선수 경력개발 지원을 위해 정부 주도의 지속적인 야구장 관리 정책을 통해 선수에게 보다 나은 환경에서 훈련할 수 있을 것이다. 셋째, 대만 프로야구 선수들은 스스로도 무엇을 필요로 하는지 인식하지 못한채 자신의 권리를 찾으려고 하지 않았다. 선수들 스스로가 본인의 권리를 찾지 못하는 것은 큰 문제이며, 이들의 인식 제고를 통해 정부도 구체적으로 무엇을 제공할 수 있는지 알게 되어, 선수의 권리를 보호할 수 있게 될 것이다. 넷째, 대만 프로야구선수 은퇴 후 지원에 대한 경제적 지원이 있었지만, 다른 지원은 매우 부족한 상황이었다. 야구 선수들이 은퇴 후 사회적으로 부적응하고 승부조작에 가담하는 등의 사건을 통해 국가적 손실이 발생한다는 사실에 기반하여, 정부에서 관련된 정책을 통해 지원할 필요성을 알 수 있었다.

The purpose of this study was to analyze Taiwanese professional baseball policy by SPLISS(Sports Policy Factors Leading to International Sporting Success), a policy analysis model used for the success of international elite sports. In addition, in the context of Taiwanese professional baseball development, this study is intended to provide policy implications for enhancing the competitiveness of international sports based on the reinforcement of Taiwanese baseball performance. The research questions for this study were: 1) What is the perception of athletic development support policies for Taiwanese professional baseball players? 2) What is the perception of the problems of athletic development support policies for Taiwanese professional baseball players? 3) What is the perception of post career support policies for Taiwanese professional baseball players? 4) What is the perception of the problems Taiwanese professional baseball players face with post career support policies? In order to achieve the studys purpose, the researcher adopted the qualitative research method. The participants consisted of 6 professional baseball players and 4 researchers/decision makers of sports policies. The data collection was conducted through in-depth interviews, previous research, and multifaceted literature. The data analysis applied and analyzed the past and present cases of Taiwanese baseball and categorized the collected data according to the researchers method. The results in this study are as below. First, Taiwanese professional baseball players have a negative perception of athletic development support policies due from experiencing financial insecurity. As a result, match fixing has occurred frequently. To break this cycle of misconduct, financial support and policies are needed to enable professional baseball players to continue their athletic career. Second, although baseball is Taiwan's representative sport, there was a shortage of baseball fields that are in good condition. Most of the participants believed that players are more prone to injury due unkempt baseball fields and their skills were declining due to the lack of baseball fields to train on. Therefore, it is necessary to exercise the government-led policy of continuous management of baseball fields to support player career development. Third, Taiwanese professional baseball players were unfamiliarized of their rights as an athlete. This imposed a significant issue for players as they are unable to advocate for themselves. Raising players awareness will help the government know specifically what they can offer, so that they can protect the rights of players. Fourth, there was financial post career support for Taiwanese professional baseball players, but other support or policy were very insufficient.
