국가 주도 경제개발정책의 연속과 단절: 경제엘리트의 경험을 중심으로

Abstract

개발연대의 국가 주도 경제개발과 일제 말기의 경제개발 방식 사이의 연관성 여부를 확인하기 위해, 경제엘리트의 경험을 분석해 보았다. 첫째, 경제기획 부처 장차관은 일제시대에 교육이나 관료생활을 통해 식민지를 경험한 사람이 다수 있지만 일제 말기의 계획경제정책에 직접 참여한 사람이 없었고, 광복 이후 미국 유학 또는 연수를 통해 근대화의 필요성을 급속히 인식하게 된다. 둘째, 경제개발계획을 작성한 실무주역들은 일제시대에 사회경험이 거의 없고, 국내 또는 미국에서 대학, 대학원을 이수하며 미국식 근대화 방식을 체험하게 된다. 따라서 일제시대와 광복 이후의 경제개발 사이에는 단절성이 강하다고 하겠다. This essay examines the experience of economic elites in the government-initiated economic development policy in order to determine if there is any relationship between the government-initiated economic development policy in the developmental period compared to the period at the end of the Japanese occupation. Above all, many of the Ministers and the vice-Ministers of economic planning board have experienced imperialism through education or bureaucratic experience under Japanese rule, but few participated in the planned economic policy at the end of the Japanese colonial rule. They came to realize the urgent need of modernization through their study or training in the United States after the liberation of Korea. Also, the actual leaders who created the economic development plan did not have social experience under the Japanese government, but instead had experienced American-style modernization while taking undergraduate or graduate courses in Korea or the United States. In this respect, it may be safe to say that there is a strong tendency of discontinuity between economic development under Japanese rule and that after the independence of Korea.
