시간관리 측면에서 본 행정조직관리: 미국과 한국의 비교

Abstract

본 연구는 미국 공무원들이 그들의 시간을 어떻게 사용하는가를 분석함으로써 미국 관료조직의 특성을 밝히는 것을 목적으로 한다. 궁극적으로는 한국과의 선행연구결과와 비체계적 비교를 함으로써 그 시사점을 도출하는 것을 목적으로 한다. 인디애나 주에 소재한 행정조직을 대상으로 설문조사한 자료를 바탕으로, 관료들이 일상생활에서 시간을 어떤 활동에 할애하고 있으며, 그 의미는 무엇인가를 분석하였다. 구체적으로는, 지휘감독활동, 행정관리활동, 서비스 제공활동에 소요되는 시간들이 각각 개인적 차원, 조직적 차원, 조직외적 차원의 변수들에 의해 어떻게 영향 받는가를 선형회귀모형을 통해 분석하였다. 분석결과 미국 관료들은 초과근무시간이 적은 편이며, 조직내부 상하관계에서 기인하는 관료제적 비효율성은 낮은 편임을 발견하였다. 3개의 희귀모델 결과를 종합해 볼 때, 지휘감독시간은 주로 조직의 특성을 나타내는 독립변수로 설명이 되는 반면, 서비스시간은 개인수준의 독립변수에 의해서 설명되는 부분이 많다. 그럼에도 불구하고 서비스 제공하는 시간이 전체의 37.6%에 머물러 광의는 행정농도는 높은 것임을 주장하면서, 미국 직위분류제의 비효율성을 고려하여, 한국 관료제에 주는 함의를 모색하였다. This paper aims to understand the organizational features of US bureaucracy. Based on surveys conducted in five agencies located in the State of Indiana, this study elucidates characteristics of American government organizations focusing on the category of activities bureaucrats devote their time to. Their time use was categorized into three parts: time spent supervising, time spent in administrative tasks, and time spent rendering a service. Using a linear regression model, this study tested which independent variables were most influential. The survey results reveal that time spent supervising is determined mostly by independent variables related to organizational characteristics of the agency, while time spent rendering a service is explained by the individual characteristics of those surveyed. This paper deconstructs the American model of bureaucracy, known in Korea for its efficient service orientation by placing emphasis on the fact that only 37.6% of total work time is related to the rendering of services.
