공무원 정원관리제도의 경로의존성 연구: 지방자치단체의 총액인건비제를 중심으로

Abstract

이 논문은 경로의존성 관점에 기초하여 지방자치단체의 공무원 정원관리제도 변화과정을 고찰하였다. 분석결과 첫째, 기존 제도의 잔재가 새로운 제도에 대한 합리적 선택을 제약하는 제도적 타성이 발견되고 있다. 총액인건비 규모 책정에 있어서 현재의 정원에 대한 인정, 보정정원의 유지, 그리고 직속기관·사업소·출장소 설치기준의 잔존 등은 기존 제도의 자기강화적 기제가 작동된 결과로 사료되며, 새로운 제도로의 전환에 따른 잠재적 비용을 발생시켜 경로의존적 변화패턴을 가져왔다고 할 수 있다. 둘째, 중앙부처 관료들의 사고와 가치체계에 의해 기존 제도의 핵심적 부분이 지속되는 경로의존성이 나타나고 있다. 중앙관료들은 자치단체에 대한 완전한 자율성 보장은 고위직 기구의 팽창과 그에 따른 자치단체의 기형적 인력구조를 초래할 수 있기 때문에 중앙정부의 최종적 견제장치가 필요하다는 가치체계 또는 신념을 가지고 있다. 셋째, 총액인건비제의 도입은 표준정원제하에서 존재하던 여러 가지 하위제도들이 폐지 또는 대체되는 경로이탈적 양태와 기존 제도의 핵심내용이 지속되는 경로의존적 특성이 혼재된 경로전환적 특징을 보이고 있다. 경로전환적 특성에 기여한 요인으로는 대통령의 분권의지, 주요 정책결정자의 전략적 선택, 국가 경쟁력과 지방분권을 강조하는 환경적 요구 등을 들 수 있다. The purpose of this article is to examine the change of the public employee quota system in local government from a path-dependence perspective. First of all, this analysis finds that the institutional inertia of the old institution restricts the rational choices of the new one. In deciding the level of the lump-sum personnel expenditure in local government, admission of the existing local employee quota, maintenance of the supplementary quota, and remnants of the standards for establishing subordinate organizations are thought to be caused by the self-reinforcing mechanisms of the old system, which resulted in path-dependent change of institutions by producing potential cost of transformation into the new system. Second, it shows that the belief system of central public employees continues to reinforce the core part of the existing system. Third, the introduction of the lump-sum personnel expenditure system is characterized by a switch-over from the old path, which is influenced by the president's strong willingness to decentralize, strategic choices of primary policy-makers, and an environmental need for national competitiveness and local decentralization.
